Supervisory Logistics Management Specialist
Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL (Science and Technology Reinvention Laboratories) for Direct Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will serve as Chief of the Sustainment Concepts Branch. This position is covered by a Laboratory Personnel Demonstration Project. This position covered by this vacancy announcement is a part of STRL Demo Pay Band IV Category I. Responsibilities Develops comprehensive concepts that align with the Army Operating Concept – Army Warfighting Concept 2030-2040. Research, analysis, and writing of Sustainment Functional Appraisements and Future Capability Workbooks. Conducts and participates in maneuver sustainment experiments and war games using constructive simulation environments. Provides leadership and oversight to a Concepts Branch consisting of Field Grade Officers, GS employees, and contractors. Recommends changes to Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) to ensure that current and future force concepts, systems, and organizations are optimized for effectiveness. Improves logistics supportability and supply chain management to deploy and effectively sustain proposed solutions. Responsible for authoring sustainment white papers and other supporting documents, which are critical for communicating sustainment strategies and requirements to various stakeholders. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify for the DE-4 position, applicants must possess at least one year of specialized experience at the next lower pay band of grade/level performing the following: 1) Advising on policies related to logistics operations and management; 2) Developing and/or writing experimentation plans for operations; 3) Communicating (both written and oral) with senior level leaders and staff within an organization and with external customers to provide information and guidance; AND 4) Supervising a team of employees to ensure continuity of assigned work. This definition of specialized experience is typical of work performed at the next lower pay band or equivalent GS grade/level position in the federal service (DE-3/GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-13/DE-3). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the minimum qualification requirement using experience alone--no substitution of education for experience is permitted.
