About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities. Three vacancies may be filled. Responsibilities Manages a group of professional, technical, and support personnel engaged in directing, developing, and/or implementing logistics policies, processes, initiatives, for highly complex weapon systems acquisition in the areas of Logistics Support. Develops milestones. Ensures compliance with policies and recommends policy changes. Defines problems, develops recommendations for issues and resolutions of issues to be addressed. Ensures coordination and/or participation in the planning of all concerned functional elements. Represents the organization on high-level boards, committees, and study groups regarding logistics management issues. Develops and presents convincing oral/written presentations to all levels of government and other management. Supports an understanding of the Command's Affirmative/EEO Program. Ensures EEO principles are reflected in all aspects of personnel management. Assigns work and establishes priorities; evaluates the performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building or improve business practices. Specialized Experience: One year of specialized experience equivalent to the next lower grade/level NH-02/GS-11 which includes: 1) Implementing logistics policies that influence logistical processes for highly complex weapon systems; 2) Developing solutions to address challenges that may hinder achieving mission objectives; and 3) Providing technical guidance to address barriers to production. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. The NH-03 encompasses the GS-12 step 1 to GS-13 step 10 grade levels.
