Supervisory Management and Program Analyst
Summary This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). This position is in the Office of Inspections (ISP) and supports the mission of the Inspection Operations Division. Responsibilities Supervises and manages a team consisting of direct hire employees and contractors. Oversees administrative planning and evaluation; workload analysis; internal controls; and administrative program and project management. Coordinates ISP’s administrative programs and operations to ensure that support services are integrated with OIG’s Office of Management and Resources (the Executive Office.) Directs the review and approval of domestic and international travel authorizations and vouchers in E2 Solutions, a travel and expense management tool. Directs ISP’s time & attendance program for full-time employees (FTE) and re-employed annuitants (REA). Maintains cuff records for compensatory time off for travel (TCT) and other time off categories not currently captured in the Department’s WebTATEL Payroll System. Directs onboarding and orientation for new ISP employees on administrative matters. Provides general overall direction to staff work activities and resolves unusual or precedent-setting administrative or programmatic issues that staff may encounter in doing their work. Oversees the production of office-wide standard operating procedures and guidance on the interpretation and application of Federal, Department, and/or OIG policies and procedures. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying and interpreting regulations, directives, policies, precedents, and procedures associated with organizational operations, in order to provide technical guidance and to establish management's position on administrative and programmatic issues. Experience working with administrative process management systems, such as those for travel and time & attendance, sufficient to make recommendations on policy or technical solutions to address organizational challenges. Experience managing teams or work groups comprised of employees and contractors to achieve organizational objectives. Education There is no substitute of education for specialized experience for the GS-14 position.
