SUPERVISORY MANAGEMENT & PROGRAM ANALYST (Enterprise Risk Manager)
Summary DCSA is seeking an Enterprise Risk Management and Risk Management/Internal Controls (ERM/RMIC) professional Program Manager (PM) to manage the planning, development, implementation, & sustainment in DCSA. The PM establishes partnerships to ensure risk-informed decision making at all levels of the agency. PM adheres to the integrated ERM/RMIC framework as outlined in DoDI 5010.40 and cultivates a culture that proactively identifies, assesses, and manages risks across all operations. Responsibilities All U.S. Citizens who reside or currently employed in the Fort Meade, MD, local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. OR All U.S. Citizens who reside or currently employed in the MCB Quantico, VA, local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. As a SUPERVISORY MANAGEMENT & PROGRAM ANALYST (Enterprise Risk Manager) you will be responsible for the following duties: Serve as the Program Manager for Enterprise Risk Management (ERM) and Risk Management & Internal Controls (RMIC) Program. Provide administrative management and enabling support of DCSA's Enterprise Risk Management and Risk Management and Internal Controls Program, integrating internal controls and ERM for a holistic agency perspective of risk. Develop policy, guidance, procedures, and training to support Enterprise Risk Management activities. Support ERM/RMIC implementation and program expansion, equip and train. Represent senior leadership in various working groups and analytical exchanges. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-14) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Comprehensive experience in supervisory/managerial competencies including: professionalism, leadership, teamwork, oral and written communication, strategic focus, responsibility and accountability, innovation and initiative, customer service and resource stewardship to ensure the accomplishment of work through combined technical and administration direction of subordinate staff members; Extensive experience in the field of Enterprise Risk Management and Risk Management and Internal Controls, and experience managing and integrating Internal Controls over Reporting (ICOR) for operations (ICOR-O); financial reporting (ICOR-FR), financial systems (ICOR-FS), and for non-financial systems, including Material Weaknesses, critical weaknesses, and Significant Deficiencies in those areas; Expert experience with a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Advising senior level and management officials; recommending ERM/RMIC strategy and establishing plans for implementing ERM/RMIC activities; and monitoring progress towards program goals; Effectively plan, organize, implement, and execute high level programs or projects that are highly specialized and impact the agency or organization level; Communicate orally and in writing to effectively present a variety of persuasive briefings to senior management on complex financial issues; Negotiating to achieve consensus through give and take, gains cooperation from others to obtain information and accomplish goals. Specifically you will be evaluated on the following competencies: 1. Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. 2. Business Analysis - Defining needs and recommending solutions that deliver value to process improvement, communication management, strategic planning and policy development. 3. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 4. Qualitative/Quantitative Analysis - Developing and applying quantitative and qualitative analytic methods to identify, collect, process, and analyze large data sets. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
