Supervisory Natural Resources Specialist

Responsibilities Responsible for the oversight of a team of specialized professionals, including setting clear goals, establishing work priorities, and monitoring the progress of projects undertaken by the team. Professional knowledge of a wide range of theories, principles, practices, and techniques for natural resources management sufficient to formulate, develop, and implement sound land use plans, monitoring plans, and other resource activity plans. Serve as a supervisor, coach, and supporter for employees while solving problems and carryout out the organization’s goals. Plans, organizes, directs, and sets goals for the activities of natural resources staff while ensuring work complies with legal and regulatory requirements. Develops, implements, coordinates, and assess the effectiveness of the Field Office’s natural resources programs. Plans and implements Field Office budget to accomplish program objectives. Knowledge of other programs and disciplines related to natural resource management programs sufficient to provide strong input on multiple use objectives. Leads an interdisciplinary team in developing long-term objectives, formulating alternative management strategies, evaluating impacts, and recommending actions to further the long-term productivity of natural resources. Develops plans and work schedules by setting priorities; maintains good working relationships by coordinating with others on goals, organizational needs, and desired achievements. Devises and maintains record keeping systems to provide required information for production, reporting, and evaluation of organizational goals. Promotes the fostering of collaboration amongst professionals by facilitating teamwork, sharing knowledge and promoting the exchange of ideas to optimize the management and conservation of natural resources on BLM lands Establishes goals for employees to organizational objectives; assigns work on priorities based on capabilities of employees, reviewing work for adequacy and accuracy, policy and regulatory compliance. Basic Education Requirement: This position has a degree requirement: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. At the GS-12 Level: Meet the basic education requirement AND have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience includes experience in the development and implementation of a natural resource program and procedural guidance consistent with laws and regulations, such as the National Environmental Policy Act (NEPA) and the Federal Land Policy and Management Act (FLPMA); experience working in a natural resource environment assisting in the preparation of land use plans, interdisciplinary activity plans or ecosystem plans; and providing leadership, guidance or oversight to subordinates and office staff to ensure mission accomplishment and compliance with directives, regulations and policies in a variety of different program areas such as resource management, budget, long-term workforce plans, or human resource functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Physical Demands: The work is a combination of office and field work. Office work is mentally demanding and field work can involve arduous walking and climbing in a variety of terrain from flat to steep, rocky. and mountains. Also, field work often Field work can often involve travel in vehicles to include, fixed wing aircraft, helicopters, and on horseback. Work Environment: Office work will take place in an office setting. Field work can involve driving long distances on unpaved roads. It can involve work under all kinds of weather conditions and the incumbent is subject to encountering poisonous insects, plants, or snakes. Field temperatures may vary from 35 degrees F to 105 degrees F. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Education This position falls under the General Natural Resources Management and Biological Sciences Series, 0401 Individual Occupational Requirements (IOR) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education. This position has a positive education requirement. You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university.
