Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DOD) Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Division Chief for a major division of the Center for Army Analysis for all operational and theater level fires analysis and studies. Responsibilities As the Division Chief, supervises the activities for the Fires Division of the Center for Army Analysis that serves as the focal point for all operational and theater level fires analysis and studies. The Fires Division provides analysis of indirect fires and effects on a battlefield - artillery fires, missel fires, air defense, electronic warfare, etc. Plan, organize, direct, review and coordinate the complex analytical studies, projects and tasks which are accomplished by the Division. Determine priorities, skills, and personnel required to accomplish desired objectives. Develop an annual study program and determine when to reprogram for new projects to be undertaken. Supervise performance of team leaders and members. Develop work performance standards for subordinates and evaluate their performance. Resolve informal complaints and grievances. Basic Requirement for Supervisory Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes leading studies and study teams conducting operations research and analysis of problems to inform senior leader decisions and briefing and defending the results of the analysis to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
