Responsibilities Serves as the principal Operations Supervisor and subject matter expert on bulk petroleum logistics supply chain distribution and solutions necessary for operational plans support and strategic planning for United States European Command. Develops plans and procedures necessary to support dynamic Class Ill Bulk operations requiring Defense-Wide Working Capital Fund fuel in pipelines and Defense Fuel Support Points. Ensures the accomplishment of all sales and orders to Services throughout this area of responsibility. Provide expert and technical guidance to direct the design, development, execution, and promulgation of operational and contingency plans. Provides oversight for the development and implementation of DLA Energy mobilization, emergency operations, sustainment assessment, and Combatant Commander's operation support plans. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Operations Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and implementing courses of action and decisions pertaining to DLA Energy Operations. Resolving operation plan shortfalls, limitations and other conditions that impact DLA Energy's ability to perform its wartime bulk petroleum logistics support mission. Monitoring DLA planning initiatives and new business area initiatives to provide information for use by United States European Command, DLA senior managers, support staff, Military Services, Federal Civilian Agencies, Foreign Allies, the Joint Staff, and top DoD officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
