To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Civil Engineering Squadron Portfolio Optimization Element. The Element is the Squadron's single office for base comprehensive planning, project planning, energy management and requirements integration. The Element provides a comprehensive planning framework to enable short, medium and long-term planning for installation complexes to inform the investment planning as well as the space planning function to optimize space utilization in current and future plans. Knowledge Skills and abilities: -Knowledge of the principles of energy planning and management and associative programs - Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and the DoD Planning, Programming, Budgeting System. - Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure. - Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization.
