Summary See below for important information regarding this job. Responsibilities Serves as the Deputy Director, Office of Small Business Programs (OSBP), Defense Logistics Agency (DLA). Develops and oversees new or innovative approaches, techniques, or processes to improve DLA’s OSBP in alignment with DLA’s Strategic Plan. Responsible for policy development, planning, technical advising, managing, programming and budgeting. Oversees the development and implementation of small business education and training internally and externally. Conducts research, writing, publishing, and the maintenance of information for enterprise strategic Communications. Interprets policy, develops and implements guidance for formulation of acquisition strategies for maximum practicable opportunity for small business. Provides direct support to the DLA’s Executive Director, OSBP. Participates in negotiations with prime contractors and contracting personnel in proposed evaluation concerning small business subcontracting plans and participation. Provides direct supervision to the small business team at headquarters, including DLA’s small business team supporting DLA’s Contracting Services Office, and operational organizations across DLA’s enterprise. Oversees the implementation and execution of all statutory, regulatory, and policy requirements to effectively accomplish the intent of DLA’s OSBP. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Procurement Analyst, your resume and supporting documentation must support: A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-15 grade level, specialized experience must be at the GS- 14 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Gathering data, analyzing, and making recommendations for contracting initiatives. Participating in the design or implementation of an agency small business program. Representing an agency to the public and other stakeholders, such as to industry or the small business community, which includes assisting small businesses in learning how to do business with federal, state and local governments. Making policy recommendations and direct supervision of a staff, to include major coordination with multiple functional areas to complete an agency mission. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Only candidates who meet the requirements for Acquisition Corps membership will be placed into the position unless a waiver of Corps membership is approved. In addition, this is a KLP. The incumbent must be certified at Level III in the applicable career field and possess 10 years of Acquisition experience in ATL positions, at least 3 of which was performed while assigned to a CAP. The incumbent of this position will be required to sign a written agreement to remain in this key leadership position for a minimum of 3 years. Position is a DoD Acquisition Key Leadership Position & requires DoD Acquisition Contracting (C) / CON, Professional (Foundational), Level III certification prior to appointment. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
