SUPERVISORY PRODUCTION CONTROLLER (AIRCRAFT) (TITLE 32)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY PRODUCTION CONTROLLER (AIRCRAFT) (TITLE 32), Position Description Number D2504000 and is part of the IL 126, National Guard. Responsibilities As a SUPERVISORY PRODUCTION CONTROLLER (AIRCRAFT) (TITLE 32), GS-1152-11, you will serve as a consultant to the Maintenance Group Commander / Director of Maintenance. Major Duties - This is NOT an all-inclusive list: Develop, interpret, and provide program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interpret command aircraft assignment configuration and reporting policy and informs appropriate Wing personnel of requirements and provides sufficient follow-up to ensure compliance. Create functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Develop, recommend, and review new or supplemental draft maintenance procedures and instructions applicable to aircraft maintenance missions. Manage the maintenance training program and implement policies to ensure maintenance personnel are properly trained to fulfill mission requirements. Evaluate the overall structure of maintenance organizations, identifying program deficiencies and areas for improvement. Provide oversight to the budget process, including planning, programming, budgeting, allocation, and funds execution. Develop recommendations for budgetary actions for specific functions while also evaluating trends and operating costs used to project future commitments and obligations. Prepare and justify unfunded and un-programmed requirements through the Maintenance Group Commander and serves as the Billing Official for obligations and expenditures against the Flying and Non-flying funds account to ensure appropriate charges do not exceed the annual allocation from NGB. Ensure accurate accountability for federal funds and provide full disclosure of financial actions in compliance with statutory requirements, regulations, directives, and procedures, national and local policies. Lead aircraft maintenance support for operational, exercise, or contingency operations. Evaluate, lead and control the Group and subordinate unit training program to ensure combat readiness for unit members and tracks progress via automated training records system and other tools. Direct aircraft maintenance analysis activities for the Maintenance Group. Review and interpret aircraft maintenance analysis information to implement programs that positively affect the future health of the aircraft fleet. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Enlisted - Minimum Rank of E8 - Maximum Rank of E9 GENERAL EXPERIENCE: MUST possess experience, education or training which indicates you can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year equivalent experience of the next lower grade of GS-9; experience, education or training in computations of cost data on labor and materials, buying materials or reviewing data with respect to man-hours, machine time, materials consumed, etc. Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc. SPECIALIZED EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of work to be performed; experience that includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
