Supervisory Program Analyst
Summary This position is located in the Drug Enforcement Administration (DEA), Information Systems Division, Finance and Administrative Section (TQA), Contract Management Unit (TQAC). This position(s) primary purpose is to ensure the completion and quality of Contracting Officer Representative (COR) functions for all service contracts across the organization and to serve as liaison between the Division's offices and the Office of Acquisition (FA). Responsibilities As a your typical work assignments may include: Coordinating the management of financial resources to include budget, contracting, and acquisitions for the DEA, Information Systems Division, Contract Management Unit (TQAC). Supervising employees responsible for analyzing data, developing reports, and providing estimates of expenditures using financial or statistical analysis. Reviewing and monitoring contracts with external vendors, including the evaluation of the contractor's performance and progress. Serving as liaison between the Drug Enforcement Administration, Information Systems Division and the Office of Acquisition (FA). Performing the full range of supervisory functions. Requirements Conditions of Employment Qualifications Applicants must currently be Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level III certified. As well, applicants must meet the Specialized Experience requirements described below by the closing date of the announcement. You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrate your ability in: 1) Facilitating the acquisition and procurement of services; 2) Performing analysis, preparing reports, and providing estimates of expenditures through the use of financial or statistical analysis; 3) Evaluating contract operations, acquisition systems or policies. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
