Supervisory Program Analyst
Summary This position is in the Bureau of Administration, Shared Knowledge Services, Information Access Programs Directorate, Special Document Production Office (A/SKS/IAP/SDP) and overseeing and managing records access requests made by the interagency, the public (under the Freedom of Information Act, the Privacy Act, and the mandatory review requirements of E.O. 13526 and successor Orders), Congress, other government agencies, and those that have been made pursuant to judicial process. Responsibilities Evaluates effectiveness and productivity of Team information access functions and activities by analyzing its technical methods, administrative controls, case documentation, quality control and review and clearance processes. Prepares recommendations for the Director concerning the organization's handling of special access requests and its related legal compliance and policy interpretations with respect to these requests. Coordinates and negotiates with counterparts in other Federal agencies to develop and implement policies and procedures for handling document and records requests that cross agency lines. ensures all legal and regulatory information access provisions are met by the Department and that requesters receive all rights and privileges granted to them under the governing statutes, Executive Orders and regulations. Plans work to be accomplished by staff and establishes priorities for employees based on workload requirements and individual skills and abilities. Establishes policies, procedures and courses of action for the Team with respect to the processing of special information and document requests to ensure that the Department meets its legal obligations in this area. Plans and programs fiscal, human and technological short and long term resource requirements for the Team. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience coordinating with legal counsel and establishing quality assurance measures in agency responses to litigation matters such as Touhy, Discovery, or Prudential Search requests. Experience implementing programs to ensure compliance with mandated legislation, including implementation of the Freedom of Information Act (FOIA), the Privacy Act (PA), and E.O. 13526 (National Security Information). Knowledge and proficiency in utilizing software programs and technical platforms designed to manage caseloads and assist with the review of records. Demonstrated ability to plan, organize, and direct teamwork. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
