Supervisory Program Analyst (Associate Division Chief for Licensing Support)
Summary This position is located in the Technologies, Systems and Innovation Division (TSI), Wireless Telecommunications Bureau (WTB), Federal Communications Commission (FCC) located in Gettysburg, PA and Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities The incumbent provides managerial leadership to and exercises supervision and direction over the analysis, implementation, management and support of licensing and other Bureau IT systems. Incumbent trains and mentors other WTB staff on software and tools for which they have responsibility which facilitates staff’s ability to use software and tools, and prepares staff to assume the responsibility for the software and tool maintenance and to actively engage in future development efforts. Incumbent serves as a Bureau expert and project manager for the operations, maintenance, enhancements, design and development of new features or components for WTB Systems and is considered the System Owner for the Universal Licensing System (ULS), Antenna Structure Registration (ASR), Tower Construction Notification System (TCNS), E-106 System. The incumbent coordinates with the Commission’s Office of the Chief Information Officer (OCIO) to manage all support functions necessary to operate the licensing system & subsystem, their components and their associated processes, provides direction to IT contractor staff, supervises and manages the development of all requirements and documentation and the implementation of solutions. Incumbent serves as the technical expert in the research, analysis, and identification of potential solutions to the Bureau's complex business processes and information management needs. The incumbent coordinates with Division and Bureau management the implementation of programs and projects, develops and executes operational plans, and develops guidance for complex extensive implementationand technology integration. The incumbent participates in industry meetings and conferences with industry representatives, congressional staff, and others to discuss Commission policy with respect to wireless telecommunications regulations and data. Represents the Commission, Bureau and Division on special committees and in negotiations or conferences with industry, other Federal agencies, and state and local government on wireless telecommunication matters. Provides technical guidance for WTB’s licensing system, related systems, and data analysis to such special committees and conferences. Specialized Experience: GS-14 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as: Experience leading, overseeing, supervising, or training staff to implement, execute, support, maintain, or update information technology initiatives or systems (e.g. ULS). Experience making recommendations to management for the execution of project plans, which may include development of proposals defining a project; scope and project schedule; necessary personnel, financial, or technical resources; implementation strategies; identifying problems areas; and/or future enhancements or improvements. Experience developing and drafting requirements or improvements/enhancements to wireless licensing or similar automated/IT systems. Experience preparing documentation and communicating with internal staff and external parties (e.g. applicants and licensees) regarding system upgrades or new system requirements; user acceptance test plans; user guides and training materials; and/or system or data analysis. GS-15 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as: 1. Experience leading, overseeing, supervising, or training staff to implement, execute, support, maintain, or update information technology initiatives or systems (e.g. ULS). Activities may include preparing justifications for personnel, funding, or other resources; evaluating the effectiveness of allocated resources; analyzing data and trends; performing risk analyses; developing business integration models; or recommending process improvements that streamline and enhance system operations. 2. Experience performing research, data, and/or trend analysis to identify problem areas and possible solutions; providing advice and guidance to management on recommended courses of action to improve or increase efficiency in Bureau operations. 3. Experience planning and managing projects that include the delivery of services, reporting, and data analysis to FCC staff and the public. 4. Experience coordinating with IT staff on the development of innovative web pages and tools to provide information and data to help drive telecommunications policy. 5. Experience in the analysis of available web tools, Business Information System tools and technologies to identify and evaluate IT solutions and create efficient and effective business processes.
