Summary DCSA's Program Executive Office (PEO) is seeking a Supervisory Program Manager (PM) to serve as a Deputy PM (DPM) Cloud Services & Mission Operations (CSMO) for a DoD DCSA PEO Acquisition Program. The DPM advises the PEO and PM on policy and guidance pertaining to Information Systems development, acquisition, contract oversight, personnel and vendor management. As a DPM, you will be the focal point for overseeing and executing acquisition business processes for Acquisition Information Systems. Responsibilities Serves as (Deputy) Program Manager for a program management office in the PEO portfolio. -Advises the Program Executive Officer (PEO) and Program Manager on policy, guidance, and direction pertaining to Information Technology (IT) systems development, contracting, acquisition, contract oversight, and vendor management. - Provides acquisition system direction in managing cost, schedule and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned. Emphasis knowledge on an Enterprise Data Layer and all data management. -Manage the delivery, optimization, performance of workloads, and Information System requirements within the PEO Portfolio, specifically Cloud and Data Architecture including the Publicly Available Electronic Information Environment. -Provides direction and oversight to all personnel/manpower management and human resource planning activities and actions for the program. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience in program management and planning for the implementation, operation, and sustainment, of information systems infrastructure for an acquisition portfolio program; Advanced experience providing acquisition system direction in managing cost, schedule, and performance for the planning, procurement, development, implementation, deployment, operation, maintenance, and sustainment of the program(s) assigned; Knowledge and experience in information systems acquisition processes, and information systems engineering and operations. Specifically you will be evaluated on the following competencies: 1. Program Planning, Review and Evaluation: Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence and measurement of program accomplishments and results. 2. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 3. Acquisition Strategy - Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events. 4. Stakeholder Management - Applies concepts, practices, and techniques to identify, engage, influence, and monitor relationship with individuals/groups connected to the work effort; including those who are actively involved, results, have a vested interest in the outcomes (positive or negative). Education Substitution of education may not be used in lieu of specialized experience for this grade level. Certification prior to hiring is not essential but must be accomplished within 48 months after entry into this position. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
