Summary The purpose of this position is to serve as the Chief of the Administrative Services Division (ASD) of the Copyright Office. The Chief directs the staff and activities of ASD, which manages human resources, labor relations, training and staff development, security, safety, facilities, and small administrative procurement support for the Copyright Office. Responsibilities Provides authoritative guidance on human resources matters as they affect the Copyright Office and develops and recommends appropriate human resources policies, procedures, standards and guidelines. Performs a variety of administrative or management related special assignments for the Assistant Register and Director of Operations. Assists in the formulation and implementation of the short- and long-range administrative support activities of the Copyright Office. Represents the Copyright Office on human resources, safety-, security-, and facilities-related Library-wide committees and task groups, and organizes and formulates information on administrative issues and services. Provides administrative and technical supervision necessary for accomplishing the work of ASD. Performs the administrative and Human Resource management functions relative to the staff supervised. Establish guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develop work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Acts as an expert on special projects, advising top management on major office issues. Provides leadership, oversight, and direction for new management initiatives and projects -particularly those with wide or significant effect upon the agency's organizational structure and Human Resources policies, processes, operations, and procedures and works with Copyright Office managers and supervisors to manage the change required to implement them. Organizes assigned projects; plans, organizes and directs teamwork. Leads or serves as a key team member on cross-agency teams or working groups designed to address issues related to Copyright Office Human Resources and other issues. Prepares a variety of special analyses and reports on Human Resources and other issues. Serves as the Copyright Office representative to Library task forces, working groups, and committees dealing with Human Resource issues. Provides advice at a high agency level on Human Resources management matters to solve problems involving mission-critical policies, organization, workload, resources, procedures, and methods. Maintains continuous liaison with the appropriate Library offices in the areas of staffing, recruiting, career ladder promotions, diversity and equal opportunity employment, performance management, training and professional development and related human resources functions. Serves as an expert on the development and implementation of major administrative policies and requirements for substantive, mission-oriented programs. Responsible for the overall management and direction of ASD, including strategic and annual planning, budget, workforce planning and management, policy administration, and operational processes. Leads or participates in the development, implementation, and evaluation of ASD goals, priorities, and performance targets to support the Copyright Office's strategic and annual goals and priorities. Apply innovative human resources approaches and best practices to the evaluation of current and proposed programs, policies, processes, and operations. Initiates, modifies, recommends, and discontinues activities as appropriate. Oversee the development of processes, systems and methods for tracking, managing, and reporting human resources activities and information. As a recognized senior advisor, develops agency-wide Human Resources policies in several related Human Resources specialty areas. Leads or participates in the development, documentation, and implementation of Copyright Office administrative policies, procedures, standards, and guidelines related to Human Resources. Provides policy guidance and interprets Human Resources regulatory, policy, and procedural requirements for Copyright Office managers and staff. Reviews and provides recommendations to Copyright Office and Library management regarding Library regulations, policies, standards, and procedures related to Human Resources. Provides extensive interpretation for many different and unrelated program processes and methods such as advice on revisions to existing policies and programs to meet requirements. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
