Responsibilities Plans, directs, and implements in-plant quality assurance programs for contracts assigned to the Contract Management Office (CMO). Guides, motivates, and oversees subordinates with a focus on project/program issues. Assumes ownership of processes and products as appropriate. Resolves diverse, highly complex problems across multiple areas and disciplines. Uses innovative approaches to resolve unusual and difficult issues that significantly impact important policies and programs. Anticipates problems, then develops solutions and action plans to ensure program/mission success. Completes multiple project and program goals within established guidelines. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Quality Assurance Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing technical advice to implement contractor manufacturing, quality assurance processes, and systems that impact product quality. Implementing continuous improvement techniques on contractor performance to assure contractual compliance with all contractual requirements. ADDITIONAL OVERSEAS INFORMATION: On this accompanied tour, educational opportunities for dependent children of employees assigned to DCMA Northern Europe are extremely inadequate. DoDDs does not currently have any school located within the Samlesbury commuting area. Current DoDDs policy dictates that Kindergarten through Grade 5 attend British local schools. Grade 6 through Grade 12 students are eligible in the Samlesbury area. Options available to employees with school age children are: 1) Enroll the student in a British local school system; 2) Enroll the student in a private British school or 3) Enroll the student in a home school program. Enrollment is not automatic or guaranteed with any school. Please contact the DCMA Northern Europe MSO for specific information or specific questions. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Financial Disclosure Required Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition Engineering and Technical Management, Practitioner certification within required timeframes. Medical and DoD Dependents Schools special education services may not be available in the immediate location of this position. If an employee brings a child to an OCONUS location and that child is entitled to attend a DoD school on a space-required basis, the DoDEA and the Military Dept responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services. If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept. responsible for Early Intervention Services will provide the infant or toddler with the required EIS. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. If an employee brings a family member to an OCONUS location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
