This position is authorized a 10% incentive - see Additional Information Responsibilities Serves as the Assistant Field Manager for the Land and Realty Division in the Las Vegas Field Office. Regularly validates conformance of the Lands, Realty, and Compliance Division’s mission with the BLM’s strategic direction. Establishes long and short-term goals, and develops annual objectives and targets. Coordinates with resources staff on the completion of appropriate National Environmental Policy Act processes and documentation. Responsible for the Division budget, including developing annual work plans, workforce plans, and strategic budget plans. Recommends awards, completes performance appraisals, hires employees, and oversees training and purchase requests. Plans, executes, and monitors projects and implements adjustments and decisions to ensure proper sequencing of events and tracking of progress and costs throughout the life cycle of the projects Participates in and leads interdisciplinary teams in adjusting and implementing the Division’s policies and processes with other organizations’ policies and procedures. No assumptions will be made about your experience. At the GS-13 Level: One (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service. Specialized experience is further defined as demonstrated experience in workforce and strategic planning, identifying issues, resolving conflicts, and negotiating solutions. Oversight responsibilities for administrative and financial management functions, as well as managing or supervising public land use authorizations, including rights-of-way for utilities and roads; land tenure adjustments, including legislatively mandated public land sales, leases, and other conveyances; enforcement of land use authorization terms and conditions, including environmental compliance and habitat restoration. NOTE: Real estate work experience in the private sector is not considered qualified unless the experience demonstrates specific relationship to public land issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is largely sedentary, although there are occasional field trips which involve physical activity in irregular terrains and varied climatic conditions. Work Environment: The work is usually performed in an office or meeting setting. Some exposure to discomfort is encountered on occasional field trips. Education This position falls under the Realty Series, 1170. There are no Individual Occupational Requirements (IOR) for this job series. There is no substitution of education for experience at this grade level. Additional Information Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 10% of the annual salary.
