Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Supervisory Realty Specialist, GS-1170-13 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Real Estate Division. Responsibilities Responsible and accountable for all real estate portfolio management and disposal, acquisition and leasing functions. Serve as a key member of the Real Estate Division budgeting team, providing past and projected workload for budget and execution planning and developing P2 worksheets for all programmatic functions. Provide policy and regulatory guidance of real estate activities concerning all types of outgrants, in leases, acquisitions and all other inquiries concerning such matters. Develop subordinates to independently research and perform work within funding provided. Represent the agency in discussions, deliberations, negotiations, and completion of highly complex actions and/or sensitive situations involving the management and disposal, acquisitions and leasing of interests in real property. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service 1) Experience using a wide range of real estate laws, principles, concepts, policies, regulations, authorities, methods, and practices; OR 2) Negotiating complex agreements that are politically sensitive in nature; OR 3) Performing the acquisition of the real estate by either lease or direct purchase. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
