Supervisory Recreation Assistant - White Plains Beach
Summary This position is assigned to the Non-Appropriated Fund (NAF) Community Programs (N922) Branch; Morale, Welfare, and Recreation (MWR) Recreational Fleet and Family Readiness Support Services (N94); Commander, Navy Region Hawaii, at Joint Base Pearl Harbor Hickam (JBPHH), Honolulu, HI. The purpose of this position is to ensure that all aquatic programs and activities operate efficiently and safely according to regulations at Outdoor Recreation White Plains Beach. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES: Supervises lifeguards and instructors and other personnel that may be assigned to the aquatic program. Interviews and recommends for selection all lifeguards. Incumbent provides employees with advice, guidance and on the job training as appropriate for the performance of their duties. Evaluates employee's job performance. Ensure that personnel assigned to pools perform their duties in compliance with regulations and instructions outlined in applicable manuals and policy; responsible for conducting in progress work reviews of personnel, keeping required records, time sheets and approves leave; Responsible for and initiates rescue and recovery efforts, contacting medical personnel and performing first aid services when necessary. Ensures that all lifeguards and instructors attend continuous training programs and can execute emergency action plans in their area. Responsible for a well-rounded and comprehensive aquatic program at the swimming pools and or beach environment. Responsible for all levels of youth and adult water safety instructional programs to include Level I through VII (Water Exploration, Primary Skills, Stroke Readiness, Stroke Development, Stroke Refinement, Skill Proficiency, Advance Skills) Basic Rescue, Life Guarding, Infant, Preschool, Community Water Safety and Water Safety Instructor courses. Conducts learn to swim programs for the Child Development Center as required. Develop and justify budget requests for non-appropriated 5% and appropriated funds. Manages budget for staffing, supplies, equipment, maintenance and upkeep of facilities. Monitors cash handling in accordance with established policy. Ensures that maintenance work required for year-round facility upkeep, water chemical testing, pool vacuuming, filtration, facilities equipment inspection, including stands, boards, ropes, safety gear and condition of locker rooms are within the scope required by environmental health and safety standards. Administers written and practical water safety tests to ensure the qualifications of lifeguards and instructors assigned to the swimming pool. Ensures that all rules and regulations pertaining to the pools/beach are posted and observed as outlined in applicable regulations. Manages customer service inquires and complaints in a diplomatic and professional manner. Organizes and conducts special events i.e., safety classes and competition swimming in conjunction with volunteer organizations e.g. American Red Cross. SUPERVISORY CONTROLS Works under the general supervision of the Outdoor Recreation Program Manager. Assignments are received orally and as written policy directives for which the incumbent is responsible for independently completing. Review of work is through evaluation of assigned programs in terms of degree of participation, safety, training, property accountability and condition of facility. FACTOR 2. QUALIFICATIONS A minimum of two (2) years experience in recreational activities at a supervisory level in water sports, pools and related aquatic activities. An active/current American Red Cross certification of Life Guarding, CPR, First Aid and Water Safety Instruction are required, including knowledge of pool plant and water chemistry. Must be able to enforce the safety requirements as warranted. Incumbent must demonstrate an ability to speak effectively about the program to motivate interested groups of active-duty personnel and their family members to participate in related water sports programs. FACTOR 3. GUIDELINES Operates within the scope of published guidelines as set forth in NAVSTA and higher authority policy. Specific guidelines are available for reference purposes. Incumbent tests proper balance of chlorine in the water. Readings are taken as required and recorded in the log. Based on test readings, adjusts chemicals either manually, via chemical feeder, or chlorinator. Plans, formulates and conducts life guarding classes. Decisions as to which swim program should be undertaken are discussed with the Outdoor Recreation Program Director. Periodic training of part-time employees is required and includes familiarization with policies and procedures governing the use of the swimming pool. FACTOR 4. COMPLEXITY The work consists of delivering various forms of aquatic programs to meet the expressed requirements of the customers served. Variations in the work depend on changes in patron usage, types of patrons, programming and the types of materials on hand with which to accomplish the task. Programs are varied from time to time to meet patron needs. FACTOR 5. SCOPE AND EFFECT The work affects the efficiency of the daily operation of the Aquatic program. The purpose of the work is to promote healthy recreation, in a first-rate facility and enhance the well-being and morale of the military community. FACTOR 6. PERSONAL CONTACTS Incumbent has contact with a wide variety of people and co­workers. Outside contacts are made with manufacturer representatives, business vendors and with personnel of the Army, Air Force, Coast Guard and Marine Corps involved in aquatic operations. FACTOR 7. PURPOSE OF CONTACTS Contacts are for the purpose of planning, implementing and administering aquatic programs. Outside contacts are made to determine programming ideas, prices and availability of supplies and equipment. FACTOR 8. PHYSICAL DEMANDS Work requires physical dexterity while swimming and considerable standing, sitting, walking, stooping and occasionally lifting (30 lbs. maximum) materials. FACTOR 9. WORK ENVIRONMENT Work is performed outdoors under varying weather conditions and on slippery surfaces. Swimming pool related chemicals may be handled manually. There is danger of electrical shock during thunderstorms or on wet surfaces. Education This position does not have a positive education requirement. Additional Information Salary is dependent on experience and/or education. Executive Order 12564 requires a Federal workplace free of illegal drugs.
