Supervisory Recreation Fee Technician
Summary This position is located in Lake Mead National Recreation Area, in the Center for Business Operation, Fee Management Branch Division. Responsibilities The primary purpose of this position is to supervise the performance of clerical and technical work that is associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). The incumbent performs assignments in accordance with all regulations governing the handling of government funds and separation of duties. The incumbent operates and troubleshoots all aspects of the nationwide RBMS point of sale system. Lake Mead National Recreation Area, America's largest reservoir, was created by the construction of the Hoover Dam. With more than 750 miles of shoreline, you can enjoy a day at the beach, take a boat out and disappear for hours or nestle into a cove to try to catch a big one. Located in the western part of Lake Mead National Recreation Area, Boulder Bay stretches more than a mile along the shoreline of the Boulder Basin of Lake Mead. Boulder Beach has access to many recreation opportunities. Boulder Beach, Special Events Beach, Canoe/Kayak Beach, and PWC Beach are 1-2 miles away where you can kayak and jet ski. To explore the park on land, the River Mountains Loop Trail passes right by the campground. This paved trail is more than 30 miles long and leads to the Historic Railroad Trail. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement 01/22/2025 unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Supervisory Recreation Fee Technician, GS-0503-07. Must have experience leading others in fee collection related duties as well as technical abilities. Examples of specialized experience include but not limited to: assisting with resolving fee program planning issues; assisting with identifying fee program/project needs; assisting with hiring, supervising, scheduling and managing others involved in fee collection and visitor orientation programs; resolving software issues that arise in the remittance and/or fee collection process; and leading others in fee collection duties. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position, in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. If you are using education to qualify you must submit a copy of your transcripts. -OR- Successful completion of a combination of education and experience as described above. Example of a qualifying combination: 6 months of specialized experience (50% of the required specialized experience described above), and 9 semester hours of graduate level classes (50% of the education requirement as described above) may qualify an applicant for this position. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: This position may require standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may be frequently performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, you must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals, ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF-50s.
