Summary About the position: This position is Non-appropriated Fund (NAF) and is located at the Arts & Crafts center. Spangdahlem AB, Germany. The primary purpose of this position is to manage the Arts and Crafts Program for 52d Force Support Squadron/Community Services Flight. This is a Regular Full-Time position 35-40 hours per week. Must be able to work a varied schedule, weekends and/or long work duty hours. Military Spouse Preference is lost if selected for this position. Responsibilities Responsible for the management of multiple operations to include but not limited to framing, engraving, craft sales store, automotive care center, automotive parts yard, car wash, auto recycling/deposal, towing service and associated NAF contracted operations such as auto detailing, head light restoration, welding and class instructors. Responsible for the day-to-day workforce management of the facilities to include scheduling of staff, employee's recruitment, staff training, approve leave, timecards, performance reviews and administration of discipline. Applies Equal Employment Opportunity (EEO) principles and requirements to all personnel management's actions. Provides technical program support and guidance to subordinates. Responsible for formulating mission planning, programming, scheduling, policies and procedures to implement DOD, Air Staff, and USAFE directives. Develops Non-appropriated and Appropriated fund budgets, tracks expense, preforms detailed analysis of operating statements and accomplishes short- and long-range strategic planning. Evaluates complex activity operating statements to determine inefficiencies and develops comprehensive business plans to strengthen financial performance. Develops annual marketing plan to include a detailed yearly schedule of events. Manages both O&M and NAF assets to include internal controls. Prepares and accurately enters data into Air Force financial data software such as NAFRIS, NAFDIS, TBPS, SAIS, and SETS computer software platforms. Manages the applicable social media for the facilities supervised. Serves as both Appropriated and Non-appropriated fund purchase card holder for all related facilities. Contacts the proper agencies when required to repair or maintain facilities, initiates minor self-help projects to maintain facilities appearance and monitors/obtains updates on the progress of work orders. Ensures compliance with all environmental procedures and policies. Serves as the facility's primary representative for Self-Inspection, MICT, Safety. HAZCOM, and ESOMIS. Assist others functional elements of the Flight and Squadron for special events and base wide functions as directed by the Community Services Flight Chief. Other related duties as assigned. In addition, must have 2 ½ years specialized experience such as: Experience in operation and management of FSS activities; extensive training and/or experience in all phases of business resale and funds management; skill in gathering, interpreting, and evaluating data; knowledge of retail sales, purchasing, inventory control, marketing/advertising, facility layout and design. Must be able to communicate effectively both orally and in writing and present a professional image. You will be evaluated on the basis of your level of competency in the following areas: Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution in order to qualify.
