Supervisory Resource Management Specialist

Responsibilities This position serves as the Chief, Environmental Group of the Western Colorado Area Office (WCAO), Upper Colorado Region. Direct, coordinate, and implement programs involving environmental issues and to ensure compliance with statutes, regulations and BOR (Bureau of Reclamation) and Interior policies. Supervise, plan, budget, organize, coordinate, and direct the development and execution of environmental resource programs, which address requirements of: National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ), Endangered Species Act (ESA), Fish and Wildlife Coordination Act (FWCA), Clean Water Act (CWA), and National Historic Preservation Act (NHPA), among others. Coordinate policies and procedures to ensure consistency and compatibility throughout the WCAO. The incumbent serves as Acting Technical Services Division Manager as assigned. Analyze a variety of unusual and complex conditions to balance the mission, program, schedule and budgetary requirements of WCAO and BOR against the environmental resources impacted by BOR activities to optimize organizational accomplishment. Provide support and direction to staff to assist with completion of complex environmental activities. Preform full range of supervisory functions. OR Have a combination of education and experience--courses equivalent to a major, as shown above, plus appropriate experience or additional education related to the position. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and specialized experience requirement - this information must be clearly supported in the resume. In addition to the Basic Qualifications, as listed in above, you must also meet the specialized experience, as related to the qualification requirements for this position. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in at least three (3) or more of the following areas: 1) Mentoring and developing subordinate employees; 2) Managing complex water, environmental, and/or lands issues; 3) Creating and maintaining strong stakeholder and customer relations; 4) Planning, developing, and implementing an environmental compliance, operation and maintenance or land management program; 5) Managing cross functional project teams; 6) Tracking project activities, setting priorities for accomplishment of project milestones, and monitoring/tracking of project scope, requirements, and budget. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/13/2025. Education This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
