SUPERVISORY SECURITY SPECIALIST - Title 32
Summary This National Guard position is for a SUPERVISORY SECURITY SPECIALIST - Title 32, Position Description Number D2642000 and is part of the WI 115 FW, Wisconsin Air National Guard. Responsibilities As a SUPERVISORY SECURITY SPECIALIST - Title 32, GS-0080-12, you will serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a National level Special Access Program (SAP). This position may oversee contractors but only in rare instances oversee the COR. To develop goals and objectives that integrate special access program security requirements that support military, civilian, and contractors to include all assigned and/or attached units and that meet Air Force and Air National Guard (ANG) objectives. MAJOR DUTIES: 1. Plans, organizes, and directs all Special Access security activities of the Advanced Program Security Office, ensuring that Information, Personnel, Physical, Industrial, and Automated Information System functional work areas comply with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and wing, Air Force, and national objectives. Researches, interprets, analyzes and applies National, DoD, Director of Central Intelligence Directive (DCID), USAF, and MAJCOM policies classifying and protecting special access program systems, national defense, and other sensitive information originated or controlled by the wing and associated personnel. 2. Exercises supervisory personnel management responsibilities. 3. Represents Wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DOD, AF, SAF/AQ, MAJCOM, Wings, Groups, Squadron and civilian contract agencies. 4. Manages the Special Access Industrial Security Program for the Installation as needed. 5. Assists and oversees the implementation and administration of the automated information systems (AIS) security program as needed. 6. Performs other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: E-6 through E-8 CONDITIONS OF EMPLOYMENT & NOTES: Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. National Guard Membership is required. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Required to handle and safeguard sensitive, personal, and/or classified or information covered under privacy act laws in accordance with regulations to reduce potential compromise. Must be able to operate all Security Forces Vehicles and installed equipment. An appropriate, valid driver's license is required for the position. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions. Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code, and be able to be armed, as required, in the performance of duties. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on duty during phased or early release. Qualifications GENERAL EXPERIENCE: Practical understanding, specialized skills, and fundamental knowledge of the following Series GS-0080 programs: security police; information security; sensitive compartmental information; special security requirements; force protection; anti-terrorism; information protection; security police training, unit deployment, and physical security. Work involves security policies, guiding principles, training requirements, and certifications. Some work in this occupation require expanded security clearances, an extensive knowledge of the laws, rules, regulations and procedures governing a distinct set of operational duties and responsibilities for performing security functions and handling weapons. SPECIALIZED EXPERIENCE: To qualify for the GS-0080-12 position, you must have one year of experience equivalent to at least the next lower grade level. Experience, education or training in collecting and analyzing data effectively, efficiently, and accurately. Able to apply procedures and directives by reading and interpreting technical material. Ability to communicate clearly and effectively orally and in writing, using presentation and report formats. Candidate has knowledge of information protection and is able to coordinate with multiple agencies. Demonstrated ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
