About the Position: This position is located with 407th ASFB located at White Sands Missile Range, New Mexico, in the Supply and Services Division. This is a TERM position not to exceed (NTE) 13 months. This is an obligated position. Responsibilities Serve as the Supervisory Supply Management Specialist with the responsibility for the material management, requisition, accountability, storage, distribution, and turn-in of supplies, materials, and equipment. Perform supervisory duties to include evaluating work performance of employees based on established standards; assigning work; resolving complaints; identifying training needs; approving and disapproving leave; and recommending or approving awards Serves as the Installation Supply Support Activity (SSA) Accountable Officer and material manager regarding mission related stock and supply items . Oversees the requisitioning, receipt, storage, transportation, and issuance of supplies, equipment, and material that supports logistics work centers. Identifies unique and unusual supply problem areas and initiates actions to resolve or change them. Serves as the Subject Matter Expert (SME) of the current automated supply accountability systems. Develops and implements criteria to control levels. Promotes redistribution or reuse of excess government property as appropriate. Plans work to be accomplished by subordinates, sets and adjusts short-term and long-term priorities and prepares schedules for completion of work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Statement: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes:(1) Supervising and/or leading staff conducting supply operations; (2) Directing or having oversight of the material management, requisition, accountability, storage, distribution and/or turn in of supplies, materials and/or equipment; (3) Utilizing automated supply systems such as Global Combat Support System - Army (GCSS-A), Enterprise Environmental Safety & Occupation Health Management Information System (EESOH-MIS), DLA applications; (4) resolving supply problems AND (5) analyzing and evaluating reports of survey for all installation property. This definition of specialized experience is typical of work performed at the next lower grade level in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply, Supply Management, Logistics, Logistics Management. (NOTE: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Computer Skills Managing Human Resources Planning and Evaluating Supply Planning Supply Support Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
