Supervisory Transportation Specialist (Open to both U.S. Citizens and Federal Employees)
Summary This position is located in the Office of Port Infrastructure Development, Office of the Associate Administrator for Ports & Waterways, Maritime Administration (MARAD). Responsibilities As a Supervisory Transportation Specialist, you will: Lead the initiation, development, and conduct of major office programs to (1) promote the planning and utilization of intermodal and port management techniques required for handling foreign and domestic commerce of the United States, (2) promote and expand intermodal transportation concepts and usage, (3) plan and implement intermodal systems and infrastructure for commercial and military requirements, and (4) coordinate and manage specific port infrastructure projects. These purposes are to be consistent with the provisions of Section8, Merchant Marine Act of 1920, and Section 212(f) of the Merchant Marine Act of 1936. Understand intermodal freight logistics operations and intermodal transportation options available. Understand interrelationships between road, rail and water transportation systems necessary to solve complex intermodal logistics problems. Apply concepts, principles and processes of intermodal freight logistics to derive creative solutions to complex problems. Interact with and present before senior officials in government and industry on complex issues. Contribute to senior management discussions about intermodal transportation policy changes necessary to improve our nation’s freight transportation system. The ideal candidate will have direct experience in developing marine transportation policy, infrastructure programs, and outreach activities. The ideal candidate will also have experience in developing new innovative solutions for transportation challenges such as port congestion, analyzing project performance, and understanding alternative financing solutions. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in transportation policy and related outreach activities including, ideally, experience working with trade associations, other Federal, state, and local agencies, and/or maritime entities such as port authorities. Experience developing innovative solutions to transportation challenges including developing strategies that will utilize current and emerging technologies to provide efficiencies to the supply chain.
