The Role
To assist in the implementation of Bi-State Development’s policy concerning participation of Disadvantaged Business Enterprises (DBE) in all contracting opportunities. To provide staff support for certification reviews, program compliance monitoring, contractor monitoring, and data collection and analysis, and report preparations. Conduct program activities in compliance with federal, state and local laws and regulations pertaining to Supplier Diversity programs.
Responsibilities
Process DBE certification applications.Analyze certification supporting documents.Conduct certification site visits. Prepare certification determination reports.Facilitate certification workshops.Prepare project-specific goal calculations.Verify DBE participation of contractors submitted utilization plans.Produce Good Faith Effort evaluations.Attend pre-bid meetings to provide an overview of DBE requirements. Attend pre-construction meetings to provide guidance on DBE compliance obligations. Monitor contractor and subcontractor compliance with DBE commitments throughout life of the contract.Track payments to DBE subcontractors.Monitor contractor invoice payments.Conduct routine project site visits.Evaluation of a Commercially Useful Function.Participate in community outreach efforts in accordance with Manager’s direction.Other duties as assigned.Knowledge, Skills, & Abilities
Knowledge of local, state and federal guidelines pertaining to minority, women-owned and disadvantaged business enterprise programs. Specific knowledge of 49 CFR Part 26.Knowledge of and familiarity with business management and generally accepted business practices.Knowledge of and proficiency in investigative techniques utilized in establishing compliance with certification and compliance requirements.Familiarity with Small Business Administration regulations and guidelines.Proficiency with Microsoft Office applications. Ability to communicate effectively with business owners and community groups.Ability to write clearly and coherently.Ability to work as an individual contributor and in a team environment.Ability to prepare and give public presentations.

Experience
Degree: B.A. / B.S. required
Years: Three (3) years minimum required.
Field: Business, Liberal Arts, or related field.
Field: Business, Civil Rights, Procurement, contract Administration, Accounting or related field.
