Our client is seeking a Supplier Quality Manager to work within their facilities located in Port Arthur, TX, for an initial one-year assignment.

The Supplier Quality Manager will develop and review contractor systems and oversee the implementation of the project quality system requirements to ensure that the EPC Contractor achieves the project quality objectives. This role will manage Quality Assurance (QA) activities aimed at achieving compliance to all LNG technical specifications and standards, LNG good business and industry standard practices to minimize rework and delays, attain the high safety standards and achieve clear and definitive equipment and vendor inspections plans aimed at establishing construction and system effectiveness.

Job Responsibilities: Manages 3rd party inspection agency contract overseeing inspections at supplier in compliance with Main EPC contract, applicable LNG and industry codes and standards. Ensures effective inspection performance by EPC Contractor through evaluating and challenging inspection findings in vendors shops and in the field construction. Reviews for acceptance all contractor quality systems documentation, ensuring compliance with quality system requirements, with particular respect to Engineering QA Audits, and Construction/Commissioning Quality Control (QC) inspection and test plans. Provides guidance and technical support to the project Quality team for safe performance in quality management beginning with engineering, leading to procurement - including inspection of fabrication processes and procedures - and construction / commissioning processes, procedures, and execution. Establishes, coordinates and participates in audit schedule with the onsite EPC Contractor and with major fabricators. Acts as subject-matter expert on inspection techniques and methods for LNG facilities. Oversees selected Non-Destructive Examination (NDE) activities, reviews radiographs etc. Ensures effective use of Inspection Test Plans (ITPs) and related documents in all quality monitoring activities. Ensures effective implementation of non-conformance and deviation control systems. Performs other duties as assigned (no more than 5% of duties). Required Skills: Advanced knowledge of engineering design principles and applicable design guides and standards related to quality. Thorough knowledge of project management and execution processes and differences in application across projects/locations. May travel to manufacturer facilities to perform equipment reviews. Strong analytical, decision-making, and problem-solving skills. Ability to identify and resolve complex situations and problems within area of expertise; issues may go beyond primary discipline. Demonstrated ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments and projects. Demonstrated proficiency in referencing, researching, reporting, tracking, and monitoring of activities and documents. Good verbal and written communication skills. Team player with demonstrated ability to influence a team to focus reviews on compliance to project specifications and LNG best industry practices to deliver excellence in the quality of the work. Education/Experience: Bachelor’s degree in quality management, engineering or related field required. 12 years of experience in Quality Management experience in the LNG sector of the energy industry required. Proven experience monitoring EPC Contractor Quality Management processes, plans, procedures, and performance required. Experience with LNG export facilities, LNG receiving facilities, LNG ship loading systems, large concrete reinforced structures, jetty structures and marine breakwater required. Experience in vendor monitoring of LNG equipment fabrication and testing facilities required. Experience in all phases of LNG projects, including FEED, Detail Design, Commissioning and Start-up required. Physical Demands Walking around vendor inspection facilities.
