SUPPLY SYSTEMS ANALYST (TITLE 5)
Summary This a National Guard Title 5 Excepted Service Position. This National Guard position is for an Indefinite with Right to Convert GS-2003-09 SUPPLY SYSTEMS ANALYST (TITLE 5), Position Description Number T5290P01 and is part of the MO United States Property and Fiscal Office. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT. Responsibilities Manages the Retail Supply Standard Army Management Information System (STAMIS) in the Material Management Branch. Reviews, analyzes, and interprets supply directives and guidelines to formulate and implement effective operating procedures to achieve optimum logistical support. Develops criteria and administers procedures to affect and ensure the validity of the quality assurance programs within the branch. Performs analysis and assessment of logistical program requirements to eliminate problems and deficiencies. Develops and establishes controls to ensure that results of workload requirements identify systemic problems and enhance mission accomplishment. Performs surveys and studies of branch supply operations to determine proper application of improved supply methods. Analyzes data input and statistics extracted from data processing systems to assure adequacy and accuracy of products and functions. Oversees the preparation of budget estimates and maintenance of funds accounts for the branch. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GS-09 SPECIALIZED EXPERIENCE: Must possess 1 year equivalent to at least the GS-07 grade level which demonstrates your ability to provide troubleshooting and assistance to personnel in analyzing and resolving operational program problems through the application of automated supply systems; plan, coordinate, monitor, and administer the operation, security, and maintenance of computer systems; and act as the primary source of expertise on matters regarding automated supply systems. The specialized experience must also include experience dealing with cost estimates, budgets or funding management; conducting extensive searches for required information; reconstructing records for complex supply transactions; and /or providing supply operations support. SPECIALIZED SUPERVISORY EXPERIENCE: Must possess experience managing the function of the work to be performed that includes the ability to lead, direct and assign work of personnel. When education is required or substituted for experience, you must submit copies of college transcripts with the application packet. Unofficial copies may be submitted for application purposes, but placement will not occur until official transcripts have been provided. The certification should also include when your terminal leave will begin, your rank and dates of active-duty service.
