About the Position: Serve as a Supervisory Contract Specialist providing direction through subordinate supervisors/team leaders. ***This position may be subject to organizational compensation limits as identified in the organization's CCAS business rules or separate compensation management strategy policy. Responsibilities Serve as Division Chief to provide direction/guidance through subordinate supervisors to professional, technical, and support personnel engaged in all aspects of a highly complex defense acquisition program. Support Agency Affirmative Action/Equal Opportunity Program ensuring principles are reflected in aspects of personnel management. Assign work while establishing priorities based on workload and skillset. Evaluate performance of subordinates to give advice and counsel on both work and administrative matters, to include career growth and development. Interview/recommend selections for positions, promotions, and reassignments. Serve as a member of the pay pool management in assessing contribution and preparing statements of duties and experience. Develop positive working relationships with higher level senior leaders, both internal and external. Communicate schedules to ensure work is organized and meets established deadline. Ensure subordinates properly analyze and apply contracting rules, regulations and procedures. Plan and execute budgets. Exercise responsibility in the application of contract and procurement laws, rules and regulations. Interpret contracting/rules from Federal, Department of Defense and Department of the Army to ensure compliance of agency contracting functions. Basic Education Requirement for 1102 Series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Experience managing branch or higher level entity to ensure agency programs are supported; 2) Providing expert technical advice for contracting pre-award and administration; 3) Performing administrative and supervisory duties for assigned division, to include mentoring; developing acquisition plans/strategies to assure timeframes, goals and work requirements are met; 4) Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 5) Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
