Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - DBC/CYBER DEVELOPMENT DIRECTORATE. Responsibilities Reviews leave requests, recommends awards and directs non-routine training recommended by subordinate supervisors. Approves position changes, within-grade increases, overtime and employee travel request. Manages the organization using subordinate supervisors to plan work to be accomplished by employees. Subordinate supervisors assign work based on program priorities, work difficulty and employee ability. Develops performance expectations communicated through the formal employee performance management system. Ensures equity among performance rating techniques used by subordinate supervisors. Evaluates employee performance both formally and informally. Serves a senior IT program advisor and authoritative source of information for decision-making managers and planners across the DoD for IT key programs, projects and initiatives at DISA. Promulgates short and long-range DISA information services plans, operational contingencies, programs and/or projects involving the design, acquisition, integration, operation, and maintenance of new and modified information systems. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Attention to Detail- experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service- developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Oral Communication- briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving- identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. AND Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Supervisory and Program Management experience with leading large-scale IT projects, and expertise including but not limited to overseeing IT operations, budget management and developing strategic plans while delivering mission-critical objectives. Additional Information This job ad will be used to fill three critical positions within PEO Cyber: Deputy Portfolio Chief for the Zero Trust Portfolio (Working with the Zero Trust Portfolio Chief to create and implement Zero Trust solutions within the Department of Defense) Portfolio Chief for the Data Analytics Portfolio (Creating strategic direction for the retention and analytics across the DoD DoDIN) Division Chief for the Cyber Management Division (Serves as critical asset to PEO Cyber in managing the Cyber Programs at DISA) This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
