Summary You will serve as a Supervisory Training Specialist that serves as Deputy Director of Operations for Warfighting Development, Exercise and Assessments at Navy Expeditionary Warfighting Development Center (NEXWDC) and Echelon IV command of NAVY EXPEDITIONARY WARFIGHTING DEV CTR. Responsibilities You will be the Subject Matter Expert (SME) for synchronization of NECF Force Generation (Fg) and Force Development (Fd) program execution. You will have direct involvement with NECC commands at the end of the basic phase of the OFRTP to ensure a successful transition to the advanced/integrated training phase. You will direct training and exercise program for NECC subordinate units in order to ensure these units deploy with up-to-date knowledge of current world state. You will develop, coordinate and maintain staff training instructions, policies and other measurement tools. You will perform quantitative analysis to determine current and projected wartime readiness of Command-and- Control Staffs and provides recommendations for improvement. You will develop and conduct remedial training of staffs as required. You will serve as the principal assistant to the NEXWDC Director of Operations for Warfighting Development, Exercise and Assessment. You will supervise and coordinate the activities of the Warfighting Development, Exercise and Assessment department. You will exercise full range of supervisory and personnel management authorities and responsibilities in directing a sizable operation through subordinate supervisors. You will assign specific projects and established deadlines for completion. You will conduct progress reviews and provide input to the NEXWDC Executive Director for mid-year counseling, annual evaluations, and award recommendations for civilian personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience and understanding of NECC forces, its command structure, units' organizations, missions, capabilities, and support structure. 2. Experience and Knowledge in leading change, leading and motivating people, and team building. 3. Experience and understanding of Optimized Fleet Response Plan, Fleet Training Continuum, live and synthetic major joint, multinational, or inter-agency exercises to support force generation and force development. 4. Ability to integrate, coordinate and synchronize advanced tactics training and assessment events, EXW and FP warfighting capability assessments, expeditionary training, and EXW and FP SME support to NCC and NFCs. 5. Experience and knowledge of project management principles and practices, and team leading skills to direct effort of team with diversified skills and experiences in developing, planning, and assessing warfighting capabilities and providing and solutions. 6. Experience and knowledge of Navy training administration policies and procedures, principles and techniques Knowledge of project management principles and practices.
