Environmental, Operations and Construction (EOC) operates within HDR’s Federal Business Group, capable of delivering services across all HDR business groups at any location. Our work is performed by our professional staff, scientists and engineers at remote sites, embedded in client office space or our own facilities. EOC delivers quality engineering, environmental, and construction management services at competitive prices.

The Sustainability Planner will provide a full range of knowledge and technical support to the U.S. Marine Corps Forces Reserve (MARFORRES) Facilities (FAC) Environmental Department located at the Marine Corps Support Facility in New Orleans, Louisiana. They review existing documentation to develop and coordinate mandated energy management and related conservation projects, in accordance with Headquarters Marine Corps (HQMC) and Department of Defense (DoD) directives and guidelines. They will also champion the annual update of the Sustainability Strategy and advise on how to implement recommendations in compliance with DoD sustainability directives, as well as perform the following primary tasks:

Review current sustainability and energy utilization, technologies, and methodologies and provide recommendations to assist MARFORRES compliance with existing energy and sustainability goalsInvestigate the development and use of alternative energy resources, and water and natural gas conservation effortsServe as subject matter expert (SME) on operations and functions of the MARFORRES sustainability programLead the development and implementation of the MARFORRES Sustainability Strategy (MS2) by applying applicable laws and developing proposed methodology for execution of the Sustainability Action Plans (SAPs) catalogued thereinConduct field surveys and interviews with internal and external stakeholders as required.Develop, evaluate, and select preferred life-cycle implementation scope, process improvements, and cost/benefits associated with implementation for recommended solutionsProvide support to electronic nationwide online monitoring and remote metering programs and associated systemsPerform other duties as neededPreferred Qualifications Master's degree in Urban Planning or related fieldMinimum of 5 years of community or military planning experienceRelevant certificates and license such as LEED AP, CEM, and Certified Educational Facilities ProfessionalExperience in energy, sustainability, operational technology (OT), or OT security planning or program managementPass a general background checkObtain a US security clearanceCurrently possess an active CACFederal sustainability planning experience; more specifically with MARFORRESStrong quantitative problem-solving abilitiesStrong organizational and time management skills with an understanding of project timelines and deadlinesRequired Qualifications
Bachelor's degree in Urban Planning or closely related field A minimum of 5 years experience in planning and design AICP certification desired Proficiency with Microsoft Office programs Extensive graphics and report document production experience Experience with GIS Strong oral and written communication skills Leadership skills and ability to work in a team environment May require the ability to travel An attitude and commitment to being an active participant of our employee-owned culture is a must
