System Chief Development Officer (CIO)

JOB SUMMARY:
The System Chief Information Officer (CIO) serves as the key executive for information services for the Health System which consists of Lawrence General Hospital and Holy Family Hospital, Methuen and Haverhill campuses. This position provides leadership, vision, and oversight for information systems and technology with a focus on service excellence with overall responsibility for direction, coordination, integration and management of all IS/IT business and clinical functions. The CIO builds strong relationships, explains technology-based business decisions, and fosters consensus at all levels of the organization to ensure the achievement of objectives. The CIO reports to the System Chief Operating Officer.

As an active and contributing member of senior management, the CIO will serve as a strategic partner and demonstrate the ability to see the big picture in terms of consequences and scope when planning for the future and responding to problems implementing the changes necessary for the future growth and success of the Health System. The CIO will remain current with new technologies, national and local issues affecting healthcare information technology and their potential influence on the institution. Particular emphasis will be placed on responsibility for understanding the impact of advanced information systems technology on patient care.
The CIO will lead the organization through the integration and optimization of the electronic medical record through the use of data and analytics across the Health System.  The CIO is the senior leader who is responsible for information systems strategic planning, emerging technology evaluation and acquisition for the current dynamic in healthcare.  The CIO leads the IS and Telecommunications departments and staff and optimizes use of operating and capital financial resources to ensure efficient operation and proper support of clinical and administrative functions across the System. The CIO is responsible for overall information management processes of the integrated delivery system and ensures that the strategic information system and communication goals match the strategic goals of the Hospital System. 

DUTIES AND RESPONSIBILITIES: 

•    Overseeing and managing the Health System’s IS and Telecommunications departments, including procedures, policies, budgeting and staffing.
•    Responsible for the integration of the electronic medical records system and other IS solutions and technologies across the three hospital campuses
•    Researching, developing and implementing new IS solutions and technologies to maintain networks, systems and data in a way that facilitates communication, collaboration, regulatory compliance, patient and customer satisfaction, revenue generation and medical and technological innovation.
•    Promoting improvement of patient safety, quality of care and outcomes using technology.
•    Assessing and addressing the training of existing staff to use information technology systems, applications or programs effectively and ethically.
•    Ensuring compliance with healthcare regulations and maintaining the security and confidentiality of Hospital System and patient data.
•    Creating, maintaining and managing vendor relationships.
•    Collaborates with other C-level executives, physicians and other hospital leadership to ensure the efficiency of the IS and Telecommunications departments, development of strategic plans, setting of goals for the Hospital System, implementing changes in healthcare delivery systems through technology, discussing budgeting needs and resolving various tech-related issues.
•    Function as a key member of the senior management team and as an advisor, a strategic partner, and leader to management and physicians on information technology matters.
•    Interact with/present to the Board of Trustees and other key constituents.
•    Mentor, develop, and hire (as necessary) a strong information systems management team that is service oriented.
•    Develop and communicate an information systems management, governance structure, and project statuses to all levels of the organization.
•    Lead the development of a methodology that balances requests for technologies and services with available resources and prioritizes the projects and services to be provided.
•    Develop standards and procedures for selection, implementation, integration and support of systems.
•    Monitor the productivity of information systems resources and manage those resources in a cost-effective, flexible and timely manner.
•    Stay abreast of the latest developments, advances and trends in healthcare and information technology, and federal and state legislation to ensure optimal professional effectiveness and competence.
•    Serve as Chief Information Security Officer with oversight for cyber security program, risk, governance, and compliance with applicable regulatory requirements and standards.
•    Develop and enhance the organization’s cyber security posture and incident response to ensure the program meets the needs of the organization.
•    Ongoing implementation of an IS strategic plan that encompasses application and technology infrastructure as well as providing direction and support of clinical and business information technologies. This includes the recommendation, selection, and implementation of enterprise-wide and departmental application systems/software, hardware, telecommunications systems, and data networking solutions; supports each initiative with cost/benefit analysis.

EDUCATION AND RELATED EXPERIENCE:

Bachelors Degree required, Master’s Degree in Business or Hospital Administration or Information Services preferred. Minimum of 10 plus years as a successful IT leader with hospital Information Systems Management experience, including the implementation of clinical and financial applications. Experienced Information Technology Leader at a value driven community hospital preferably in a competitive market or other complex healthcare organization. Experience with Meditech required. Demonstrated success and expertise in broad information technology healthcare leadership, including past successes with implementing and optimizing Electronic Medical Records, improving customer satisfaction, innovative advanced technology, fiscal performance, and clinical quality. Current understanding of the state-of-the-art in Hospital Information Systems and Telecommunications. Strategic orientation towards the linkage between Information Systems and Hospital goals, including support of decision-making from both administrative and clinical perspectives. Outstanding analytical problem-solving and decision-making skills, as well as the ability to execute decisions effectively. Demonstrated leadership skills which emphasize innovation, communication and interpersonal skills, finance, human resource management, employee development and the ability to work in a team environment. Demonstrated ability to adapt quickly to changing conditions and successfully assimilate such changes in job performance. Strong negotiation and facilitation skills.
