System Director, Physician & APC Recruitment

Location: This role is hybrid with onsite at Tufts Medical Center. Travel to other locations as needed.

Job Overview

​Reporting to the SVP HR, Chief Talent Officer System Director of Physician and APC Recruitment will lead, mentor, and develop the physician and advanced practice clinician (APC) recruitment and onboarding team to deliver the highest level of physician and APC recruitment services to Tufts Medicine Health System. They will lead the development and execution of a comprehensive physician and APC recruitment strategy and process while building and maintaining excellent relationships with senior executives, physician leaders, physicians, hiring managers and candidates. The System Director will direct the day-to-day activities of the recruitment team, improve and streamline recruitment practices, build a pipeline of diverse candidates for the system through contemporary and innovative sourcing modalities and will develop and direct onboarding processes. In partnership with the Senior Vice President, Human Resources Tufts Medicine Professional Group and Chief Talent Officer they will oversee retention initiatives for physicians and APC through Tufts Medicine Health System and will lead the system wide retention goals.

Job Description

Minimum Qualifications:

1. Master’s degree in a related field.

2. Five (5) years of relevant experience in physician or advanced practice clinician recruiting with a demonstrated track record of excellence in sourcing and assessing physician and clinician talent.

3. Management/leadership experience in a complex, matrix organization.

Preferred Qualifications:

1. Eight (8) years of relevant experience in physician and advanced practice clinician recruiting with a demonstrated track record of excellence in sourcing and assessing clinician talent.

2. Four (4) years of management/leadership experience.

3. Fellow, Association of Staff Physician Recruiters (FASPR) or Certified Physician/Clinician Recruitment Professional (CBRP) certification.

4. Experience in recruiting and attracting diverse candidates.         

5. Strong change management, lean management and systems thinking.

5. Experience with leading team transformation.

Duties and Responsibilities: The duties and responsibilities listed below are intended to describe the general nature of work and are not intended to be an all-inclusive list.  Other duties and responsibilities may be assigned.

1. Develops and implements strategic recruitment plans for physicians and advanced practice clinicians (APCs), aligning with Tufts Medicine's overall strategy and best practices.

2. Advises leadership and departments on recruitment, retention, and staffing strategies for physicians and APCs to meet organizational needs.

3. Oversees recruitment processes and coordinates recruitment staff to ensure effective, efficient strategies for hiring physicians and APCs.

4. Collaborates with leadership across health system, hospital, and medical groups to assess and address physician and APC staffing requirements.

5. Manages external recruitment partnerships and agencies, including evaluating and maintaining relationships to support recruitment goals.

6. Monitors and manages locum tenens utilization, acting as the primary point of contact for all related matters within the organization.

7. Tracks and analyzes recruitment data and performance metrics to evaluate progress toward recruitment, onboarding, and retention objectives.

8. Leads department operations, including budgeting, goal setting, and monitoring activity to ensure the alignment with strategic objectives.

9. Works closely with Finance and Legal teams to ensure compliance in compensation proposals, contracts, and risk mitigation for recruitment and retention.

10. Fosters professional development and manages departmental personnel actions, including hiring, performance management, and staff growth.

Physical Requirements:

1. Professional office environment with typical office requirements such as computers, phones, photocopiers, filing cabinets, etc.

2. This is largely a sedentary role, which involves sitting most of the time, but may involve movements such as walking, standing, reaching, ascending / descending stairs and operate office equipment.

3. Frequently required to speak, hear, communicate and exchange information.

4. Ability to see and read computers displays, read fine print, and/or normal type size print and distinguish letters, numbers and symbols.

5. Occasionally lift and/or move up to 25 pounds.

6. Ability to work in confined or open environments.

7. Ability to work independently or in a team environment.

8. Ability to work onsite and remotely.

9. Travel up to 25% of the time may be required.

9. Strong knowledge of candidate assessment and selection methods.

10. Demonstrated proficiency with candidate tracking systems, recruiting software and candidate databases.

11. Ability to work in a fast paced, collaborative team environment.

12. Demonstrated ability to manage relationships with hiring teams, helping them navigate top sources of talent and assisting them with assessment and retention strategies.

13. Maintains knowledge of the most up-to-date and innovative recruiting strategies such as but not limited to the use of social media platforms.

14. Maintains knowledge of employment laws that impact recruitment process.

Job Profile Summary

This role focuses on supporting the design, development, and implementation of human resource programs and policies, including recruitment, training and development, compensation and benefits, mobility, talent acquisition, diversity, talent management & organization development and employee/labor relations. In addition, this role focuses on performing the following  Talent Acquisition duties specific to physicians and advanced practice clinicians (APCs): Attracts, sources, acquires, and retains skilled talent for organization needs including talent evaluation and screening (assessing skills, ranking, reference checking, licensure, etc.), job advertising and posting internally and externally, including third party recruiting job boards, talent prospecting at conferences and on campus at educational institutions, talent staffing and planning, and managing new physician and advanced practice clinicians (APCs) onboarding process. A management role that supervises employees focusing on tactical, operational activities within a specified area, with the majority of time spent overseeing area of responsibility, planning, prioritizing and/or directing the responsibilities of employees. Goal achievement is typically accomplished through performance of direct and/or indirect reports. A role that directs a department or small unit that includes multiple teams led by managers and/or team Leaders.  Responsibilities typically include: ownership of short to mid-term (1-3 years) execution of functional strategy and the operational direction of the Department, problems faced are often complex and require extensive investigation and analysis, and requires ability to influence others to accept practices and approaches, and ability to communicate and influence executive leadership.
