We are seeking System Engineering manager to assist with the strategy development, alignment of information technology approaches with policy directives and organizational business processes, and to provide a technical vision for the design, development, test, and integration of an IT solution for the management of Affordable Housing in the District of Columbia.
The System Engineering manager will be responsible for defining an integrated architecture and design for an affordable housing management system that is compatible with the district’s current enterprise architecture that provides for collection, analysis and reporting of essential information related to affordable housing, and that is compliant with all federal and district laws, policies, and regulations pertaining to affordable housing.
The System Engineering Manager will be responsible for leading a multi-discipline development team consisting of policy analysts, data analysts, business process re-engineering staff, IT data warehouse developers, transactional application developers, and web developers.
The Systems Engineering Manager will report to the Project Manager of the Affordable Housing Project, and will function in a matrix environment with multiple engineering departments of the Office of the Chief Technology Officer (OCTO), affordable housing staff from 15 district agencies, and executive and policy personnel from the Executive Office of the Mayor, the Deputy Mayor for Health and Human Services, and the Deputy Mayor for Planning and Economic Development.
This position will be responsible for the following:

• Can reach appropriate resolution in many varied situations and provide innovative solutions to complex problems.
• Responsible for implementing operational and strategic policies and directives and for sharing information with related groups/projects
• Demonstrate a track record of meeting timelines and managing project expectations
• Must understand how to design and implement high quality and high availability products
Requirements for this position:
• Experience organizing and managing multi-disciplinary system developments in a public policy environment.
• Experience with local government procurement environments.
• 7+ years overall software application architecture and development role experience to include 3+ years software engineering team management.
• Bachelor’s degree or equivalent experience. Degree preferably in computer science, system engineering, systems management, or related discipline (advanced degree would be a plus)
• Strong software Project Management experience (PMP preferred).
• Demonstrable experience putting together project plans and estimates.
• Experience estimating, planning, and managing projects using contemporary software development methodologies, including Agile.
• Experience working in a multi-discipline, professional team, but retain a passion for the bare bones ingenuity required by a startup.
• Excellent verbal and written communication skills
• Able to manage weekly priorities in the execution of new functionality
