System Sr. Director of Energy Efficiency & Resiliency Development

Job Details This position reports to the Senior Vice President of Real Estate Development & Facilities and will be accountable for directing all efforts to develop, monitor and achieve Catholic Health’s energy reduction, decarbonization and resiliency infrastructure goals. The position will be responsible for processing and overseeing all energy and resiliency related service contracts, utility rebate and incentive programs and work collaboratively with all entity stakeholders supporting resiliency and decarbonization planning, design and turnover. The EERD will serve as an executive-level strategist, partnering with system and entity leadership and staff to fully embed energy efficiency, resiliency and decarbonization considerations into CHS policy, operations, and capital planning. The EERD will foster within Catholic Health a highly-skilled, cohesive, and empowered group of professionals and vendor partners managing (1) Catholic Health’s energy portfolio and capital projects and (2) the Catholic Health’s compliance with the systems resiliency, energy efficiency and sustainability goals. Duties and Responsibilities: Development and finalization of decarbonization and resiliency strategy. Based upon a current state analysis, including an understanding of the regulatory environment for decarbonization and resiliency the EERD will develop a decarbonization 10-20 year plan that will be implemented to ensure Catholic Health is contributing to reduced carbon emissions and improved resiliency. The ERD will advise Catholic Health leadership about strategic opportunities, critical issues and risks impacting the sustainability efforts on operations. Represent Catholic Health in interactions with partners in the areas of energy management, decarbonization and resiliency, including local, state and federal agencies Oversight of system-wide energy project implementation. Oversee Catholic Health’s efforts to deliver energy efficiency retrofit, building optimization, and clean energy projects. Ensure all projects remain on schedule, costs are controlled and within budget, and the staff are meeting project milestones and executing against project goals. Budget allocation and management, including integrated capital planning. Working closely with Catholic Health’s real estate development team and corporate finance team, ensure emissions reduction considerations are integrated into all capital project planning work, and work with vendors and partners to develop the reporting for carbon impact project information through carbon capital budgeting. Guide budget allocation decisions and diversify energy efficiency funding by (1) managing allocated funding resources in partnership with NYSERDA and the utilities, and (2) expanding access to funding beyond Catholic Health sources (via federal grants and utility incentives). Energy-related contracting and procurement resource development. Working closely with the Supply Chain, improve the use of existing energy contracts and develop new contracting and procurement resources to expand the Catholic Health’s ability to implement energy efficiency initiatives. Oversight of Catholic Health participation in energy / utility programs. Working closely with corporate finance, develop heat, light, and power budget. Support essential utility account and meter management, address energy billing concerns, and advance demand response participation. Lead staff, workforce, and organizational development, and craft and implement change management. Convene disparate Catholic Health business units (e.g., planning, procurement, legal, operations and budget) to facilitate more collaborative and transparent decision-making. Drive both adaptive and transformational culture change to integrate emissions reduction priorities to support Catholic Health’s strategic pillars, policy and operations. Ensure Catholic Health has the most efficient and aligned structure, by leading the hiring, training, and professional development of new and relevant personnel. Develop Catholic Health Facilities champion participation within a community of energy management, resiliency, decarbonization, and sustainability professionals through training, internal programs, and events. Implement system wide-specific initiatives related to decarbonization, energy management, sustainability, resiliency and related work. Directs the activities of staff responsible for formulating and implementing agency energy policy and energy-related strategic planning efforts, including energy master planning and carbon reduction planning. Advises the Directors of Engineering and the leadership team on energy management, including carbon reduction strategy. Oversees vendor and staff team members responsible for the development, implementation, and evaluation of energy-related programs, including programs to reduce energy usage and energy costs. Oversees energy-related contracting and procurement activities. Provides a framework for effective management and utilizes organizational and planning skills to execute projects effectively and on time. Directs the work of managerial, professional, technical and support staff responsible for the operations of Catholic Health’s energy management functions, including the establishment of short- and long-term plans. Sets goals, objectives, and priorities, and allocates resources, including personnel, for the most effective utilization. Establishes and maintains organizational controls. Coordinates the activities of organizational units within Catholic Health as necessary. Represents Catholic Health at meetings and conferences concerning policy and operational issues and agency activities. Performs liaison functions relating to the operations of Catholic Health with Federal, State, and City agencies. Responsible for the preparation of legally-mandated reports regarding energy, and their submission to government agencies Education: A Master's degree from an accredited college in Engineering, Environmental Policy, Environmental Science, Political Science, Business Administration, Public Administration, Public Policy, Urban Planning, or a closely related field. Skills: At least 15 years of full-time, relevant professional and managerial experience. Acknowledged achievements in the energy and sustainability field and a strong commitment to energy efficiency and GHG emissions reductions. Experience: Strong experience in leading and implementing energy construction, retrofits, and building optimization programs and projects across a diverse portfolio of facilities. Strong experience implementing broad, critical, complex, technical, legislative, and regulatory policy and economic initiatives. Strong experience in infrastructure procurement, budget management, and contract management. Ability to manage individuals and stakeholders in a dynamic environment, including ability to lead and engage large teams, implement change and communicate effectively in a matrix operating model Exceptional written and oral interpersonal communication skills Exceptional organizational and leadership abilities Relevant professional licenses / credentials from the Association of Energy Engineers, American Society of Heating, Refrigerating and Air-Conditioning Engineers, or U.S. Green Building Council. Salary Range USD $224,000.00 - USD $266,000.00 /Yr. This range serves as a good faith estimate and actual pay will encompass a number of factors, including a candidate’s qualifications, skills, competencies and experience. The salary range or rate listed does not include any bonuses/incentive, or other forms of compensation that may be applicable to this job and it does not include the value of benefits.
