OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology provides information technology support to over 13,000 employees. MaineIT oversees large-scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.

ABOUT THE JOB DETAILS:
Applicants must have strong problem-solving skills and be able to interact with our end-user community. Although we are in a team environment it is expected that you will be able to work independently to trouble shoot issues while leading the analysis, specification, design and implementation phases of the system engineering lifecycle. An ability to communicate complex technical issues effectively both verbally and in writing is also important.
WHAT IS IN IT FOR YOU?
Hybrid Work Opportunity – This position is a hybrid remote/onsite position. The onsite location is in Augusta, Maine and the remote location must be within the state of Maine.
+ You will have an opportunity to work with a dedicated team of software developers and key stakeholders in MaineDOT to analyze issues and design solutions which will result in projects of various sizes.
+ You will participate in technology acquisitions and implementations of new hosted systems. MaineDOT uses a wide variety of technology in the office, on the roadway infrastructure, in laboratories, and in the field to support infrastructure construction planning and execution, transportation systems operations and maintenance, and business management.
+ You will have the opportunity to add your experience and expertise to Maine state government in a collaborative working environment
WHAT WILL YOU DO?
Your job as a Systems Analyst will be to work closely as part of the team that oversees the life cycle management of the Department’s IT systems, new acquisitions, and Cloud Applications. You will perform analysis and documentation of business and system interactions, and draft Concepts of Operation for new systems requests. You will participate in market analysis, solution design, and IT acquisitions. You will provide support in implementing, configuring, and integrating Cloud hosted applications with our on-prem application including coding. You will be expected to work independently with business and/or vendor teams, use SQL against Oracle and Microsoft databases, write well, and pay attention to detail.
REQUIREMENTS
The ideal candidate possesses the following:
+ Strong technical aptitude; analytical and excellent problem-solving abilities.
+ Experience with IT systems acquisitions (RFPs, contracts, implementations and Vendor Management)
+ Excellent communication skills, with the ability to collaborate effectively with cross-functional teams and present complex information clearly to stakeholders.
+ Knowledge of Transportation systems is a plus.
+ Strong desire to provide great Customer Service.
+ Ability to prioritize, remain calm under pressure, pay attention to detail and make decisions independently on fact-based data and analysis.
+ Excellent time-management skills, able to work on multiple projects and meet deadlines in a fast-paced environment.
+ Ability to define and resolve complex technical problems independently and in a team environment.
+ Self-motivated, with the ability to meet and exceed position requirements under minimal direction and supervision.
MINIMUM QUALIFICATIONS:
+ A four (4) year combination of higher level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.
The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
