Systems Analyst II

Job Summary:

The Systems Analyst II participates in complex projects including all aspects of application and project life cycles under the general supervision of the Clinical Analyst III Manager. Manages medium size projects that involve one to two departments. Ensures the overall successful implementation, coordination and on-going administration of Oswego Health’s information systems.

Duties/Responsibilities:

Manages the day-to-day operational aspects of designated projects. Creates and maintains project plans that communicate tasks, milestone dates, status and resource allocation. Exercises judgment independently when making decisions related to specific projects. Manages the integration of clinical and/or financial systems as part of the analytical support team. Provides ongoing updates to the Clinical Analyst III Manager related to project tasks, milestones and status. Escalates potential issues related to project scope, tasks, milestones, and resources to the Clinical Analyst III Manager in a timely fashion. Ensures project documents are complete, current and stored appropriately. Facilitates project team meetings effectively. Develops and maintains positive working relationships and promotes teamwork in problem resolution. Provides training, support and documentation for users. Coordinates and supports system related activities between the hospital and external organizations such as software vendors, billing agencies, or other related organizations. Effectively communicates relevant project/practice information to supervisors and peers. Assists in the documentation, evaluation and redesign of workflow throughout the organization. Builds expert knowledge in the industry and conveys knowledge to others. Works with project team to share lessons learned and best practices. Responsible for troubleshooting of applications issues and process problems impacting end-users of technology solutions. Works with end user community to understand opportunities to improve application usability and performance. Assists with the communication of application enhancements to impacted staff. Serves as a liaison between organizational leadership, departmental staff, and Information Services to improve the usability and effectiveness of information technology solutions. Serves as subject matter expert in at least one or more areas of focus. Performs backup duties to other systems analysts as assigned. Participates in the On Call Rotation. Adheres to the Change Control methods. Adheres to the Customer Service Standards. Performs other duties as assigned.

Required Skills/Abilities (Unit Specific):

Extensive knowledge of applications that support the healthcare environment, change control, process flow, database technology, office automation and system processing flow. Skilled in operating standard office equipment and software including, but not limited to: PC, telephone, dictation equipment, copy machine, Microsoft Office Suite. Ability to express complex technical concepts effectively, both verbally and in writing. Ability to maintain assigned programs and systems; ability to troubleshoot assigned programs. Ability to meet project deadlines; ability to train and supervise project resources; Ability to communicate effectively orally and in writing as well as follow or give verbal and written instructions Ability to establish and maintain effective working relationships with subordinates, peers and supervisors. Ability to exercise sound judgment in evaluating situations and in making decisions.

Education and Experience:

Associates Degree in Information systems, Business, Clinical Discipline, related discipline or Diploma from an Accredited School of Nursing Required; Bachelor’s Degree, preferred. At least three to five years experience in related discipline. Experience with information system implementation and support preferably in the healthcare industry. Experience with a health information applications preferred. Valid driver’s license and reliable vehicle required.

Working Conditions:

Requires use and operation of reliable personal vehicle. This position works in a general office environment. Requires extended periods of sitting in a stationary position and typing using personal computers. Requires ability to differentiate colors and see small objects at close range. Ability to frequently walk or traverse and lift, move, push or pull up to 50 pounds. Frequent use of computers which may lead to potential wrist and eye strain. Actively participate in cross-training, in-service programs, quality assurance, and CQI; attend all mandatory classes, meetings and committees as required; complete department-specific requirements/competencies. Attendance at scheduled date and location ensures that job requirements are met. Complies with DOH requirements for annual health assessments and required immunizations.

Pay Range: $72,800-$93,600/annual

Employee salary is based on commensurate experience and other qualifications.
