Purpose of Role:
Weir Marine Engineering, which operates the Naval Engineering Test Establishment for the Department of National Defence, has a requirement for a Systems Engineer to play a key role in the design of information systems that will be installed on the new River-class Destroyers. This is an opportunity to apply systems engineering best practices to complex information systems in the unusual context of a warship. This is a permanent, full-time, hybrid position based in either Halifax NS, Ottawa ON, LaSalle QC or Victoria BC. Some work will have to be performed on-site, but there is the possibility of teleworking for much of it.

Key Responsibilities:
Requirements Analysis: Identify, derive, decompose and document system requirements for RCD IT systems. Includes organizing, preparing and leading workshops with government and industry stakeholders to define technical, interface and user requirements. Conduct requirements reconciliation and tracing analysis;
Conduct Investigations and Studies: Investigate technical solutions; conduct options analysis, cost-benefit analysis exercises and technical reviews; and participate in workshops and meetings with government and industry;
Systems Engineering: Develop high level architecture, define interfaces to other systems, plan for the physical integration of the systems in the ship (space, weight, power, cooling, racks, cabling), track and assess the impact of new information from stakeholders on the design/test work in progress, and coordinate with information systems subject matter experts who will perform IT detailed design and integration testing;
Documentation: Produce engineering artefacts including Technical Data Packages (TDPs), Interface Control Documents (ICDs), diagrams, plans, schedules, use cases and reports regarding the information systems being developed; and

Job Knowledge/Education and Qualifications:
Engineering Knowledge Areas: Information technology systems engineering, systems security engineering, System Development Life Cycle processes - including familiarity with ISO/IEC 15288, and requirements management and traceability. INCOSE certification highly desirable;
Technical Knowledge Areas:
Virtualization, cloud, IP networking, RF communication, big data and cross domain solutions;
Structured cabling systems for data communications, including various copper and fibre optic cable types, and the ability to develop cable schedules and drawings;
Application of DND/CAF policies and directives in relation to communication security, emissions security and physical security;
Combat, sensor and weapon systems familiarity is highly desirable;
Cyber security principles and best practices;
Project Management Knowledge Areas:
Industry best practices and processes;
Familiarity with project management, collaboration and productivity tools (Microsoft Project, Excel, PowerPoint, Word, Visio, SharePoint, Teams, IBM DOORS);
Personal Traits:
Ability to work to tight timelines and take on additional roles or responsibilities when needed;
Demonstrated experience working well with customers of varying levels of technical expertise in complex environments;
High level of motivation with the ability to work in a team or autonomously, on site or from home; and
Excellent English writing skills, including technical artefacts, reports, presentations, and correspondence.
Canadian citizenship, with 10 or more years residing in Canada with no periods longer than six continuous months out of country, is absolutely necessary as part of the requirements to obtain a government security clearance to the minimum level of Secret.
