Senior Project Manager - Infrastructure

GDIT is seeking a Senior Project Manager to support the Health Resources & Services Administration (HRSA) portfolio in the Rockville, MD area. This role is contingent upon contract award to support a large infrastructure/network services opportunity.  The role is expected to be onsite in Rockville, MD.

The Project Manager position is a highly visible strategic position to ensure exceptional project management in delivery of infrastructure and network services to HRSA. They will provide management and oversight for project in support of the HRSA. Responsible for strategic direction and development of cost and operational models to align with the customer's changing operational needs. The person in this position will work directly with the HRSA and the GDIT leadership teams to ensure success of all aspects of projects including team leadership, client relationships, management of contract execution, management of subcontractors, oversight of strategic initiatives, bringing innovation, supporting proposal and capture activities, and other support responsibilities.

Primary Responsibilities:

Provide overall direction of project portfolio, manage and maintain contractor interface with the customer's organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with project task schedules and costs and contractual obligationsLead by using judgment, negotiation skills, ability to influence without authority, analytical talent, technical aptitude, and leadership to collaborate with a diverse set of stakeholders across multiple time zones, manage capital budgets, eliminate non-value-add activity, design solutions, remove blockers, and find creative ways to accelerate project deliveryEstablish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.Prepares and recommends for approval, project schedules, estimates, and budgets that are complete, realistic, and fully meet project goalsStrictly adheres to the approved project schedules and budgetsActively engage with GDIT support divisions on collaboration efforts that ensure that we deliver the best product and solutions to HRSA and bring best practices and lessons learnt.Oversee operational execution and financial aspects of contract deliverables, cost, and schedule to achieve all key performance indicators, service level agreements, and annual operating plan commitmentsEffectively balance ownership and holding partner teams to high standards of responsibilityManage GDIT related organizational compliance within their policies and proceduresDevelops measurable employee performance work plans with attainable standards to meet the organizational goals.Provides performance feedback and ensures the fair distribution of performance recognitions

Required Skills:

Bachelor's degree in Computer Science, Information Systems, or Engineering12 years of program management experience for comparable Infrastructure, Network and Security Services programs with performance incentives/disincentives tied to Service Level AgreementsAt least 12 years of specialized experience in project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexityCertified PMP (Active certification required)Experience managing subcontractors including development of SOWs and financial oversightAbility to obtain a Public Trust Clearance level 5 (requires candidates be in the United States for the current three (3) consecutive years).

Desired Skills:

ITIL 4 Foundation certificationExperience with project management using ServiceNow Project Portfolio Management Demonstrated current and significant relationships with HRSA, HHS or comparable civil government executives and mid-level managers, particularly in IT operations, network and security servicesSuccessful record of capturing new business at HRSA, HHS, or comparable civil government customers for opportunities with at least a 10% growthSolid understanding of Cisco and other vendors network devices and softwareSolid understanding of Azure and AWS Cloud Operations, On-Premise Data Centers, and Zero Trust FrameworkDemonstrated ability for oral and written communication with the highest levels of management
