Systems Integration Analyst

Summary: The Systems Integration Analyst will act as the Force Modernization integration Analysts of the MEDCoE supporting internal directorates and external commands for medical equity. Work with internal directorates across MEDCoE including the Future Force Integration Directorate (FFID), AMEDD Personal Proponent Directorate (APPD), Army Capabilities Manager – Army Health System (ACM-AHS), Medical Test and Evaluation Activity (MTEAC), Office of the Commandant (OTC), Department of Training and Doctrine (DOTD), Department of Simulation (DOS), Noncommissioned Officer Academy (NCOA), and the Department of Leader Training (DLT). Additionally, work outside MEDCOE with Commands that have medical equities; US Army Training and Doctrine Command (TRADOC), Defense Health Agency (DHA), Army Futures Command (AFC), Futures and Concepts Center (FCC), Corps Specific Branch Proponent Officers (CSBPO), US Army Medical Research and Development Command (MRDC), Medical Capabilities Development and Integration Directorate (CDID), Combined Arms Center – Training (CAC-T), Training Support System (TSS), Office of the Surgeon General (OTSG), US Army Medical Command (USAMEDCOM), US Army Forces Command (FORSCOM), US Army European Command (USAREUR), US Army Pacific Command (USARPAC), US Army Special Operations Command (USASOC), Training Support System (TSS),Army Medical Logistics Command (AMLC), and across all Components. This position is located in Fort Sam Houston, TX. Responsibilities Essential Job Functions: Review and analyze external taskings and directives for MEDCOE Medical Equities: The contractors will receive, review and provide analysis reports for medical integration taskings received by MEDCoE weekly to ensure the proper directorate(s) within MEDCoE are properly tasked for action across the DOTmLPF-P domains. Additionally, Contractor will maintain visibility of Planning, Programming, Budgeting, and Execution (PPBE) decision cycles quarterly in order to provide MEDCOE leadership adequate planning time to prepare for senior leader engagements. Significant planning cycles include HQDA, AFC, TRADOC, CAC decision cycles in line with the PPBE and four major Army conferences. The contractor will assist with preparation and writing of medical integration taskers for further distribution weekly. Training on all tasking systems utilized by MEDCoE will be provided. Manage, Coordinate, and Conduct Medical Integration Updates: The Systems Integration Analyst will plan, prepare materials (briefings, reports), and conduct Medical/and or when applicable Non-Medical Integration Updates to ensure synchronization of information both within MEDCoE directorates and external commands and stakeholders weekly. These updates include, but are not limited to, a bi-weekly council of colonels, monthly General Officer Steering Committee, weekly update to the MEDCOE Commanding General, weekly update to the Deputy to the Commanding General, and any ad-hoc updates or engagements requested by the command or MEDCOE Directorates. Synchronize DOTmLPF-P efforts across MEDCoE and provide read ahead products for all integration updates: The Systems Integration Analyst will help facilitate (if requested on behalf of the MEDCOE) the integration of MEDCoE DOTmLPF-P efforts supporting the battle rhythm DOTmLPF-P Integration and Synchronization meetings with the internal MEDCoE directorates ensuring shared understanding. Contractors will assist the MEDCOE Strategic Action Group (SAG) with coordination, synchronization reports, facilitation of MEDCOE governance Councils and Boards within the Drive Change Line of Effort (LOE). Prepare and Review AARs, Minutes, and EXSUMS: The Systems Integration Analyst shall produce through minutes of meetings, seminars, workgroups, and identify potential issues through review of information and develop recommended feedback/comments. Additionally, the contractor shall prepare and distribute minutes and EXSUMs from attended or hosted meetings no later than five business days after the event. Schedule, plan, and execute all Integration Updates based on MEDCoE Battle Rhythm or as required: Upon request of MEDCoE, assist in the development and submission of integration documents for staffing to external stakeholders (i.e. OTSG/MEDCOM, AFC, MED CDID/FCC, FORSCOM, USAREUR, USARPAC, TRADOC, and CAC) and internal stakeholders (i.e. FFID, ACM-AHS, DOS, MTEAC, APPD, OTC and DOTD) for comments, synchronization, and consolidation of DOTMLPF-P efforts NLT 5 days upon request. Staffing Coordination and Synchronization with External and Internal entities: Upon request of MEDCoE, assist in the development and submission of integration documents or staffing to external stakeholders (i.e. OTSG/MEDCOM, AFC, MED CDID/FCC, FORSCOM, USAREUR, USARPAC, TRADOC, and CAC) and internal stakeholders (i.e. FFID, ACM-AHS, DOS, MTEAC, APPD, OTC and DOTD) for comments, synchronization reports, and consolidation of DOTMLPF-P efforts NLT 5 days upon request. Analyze AARs/Minutes: Once a review of AARs/minutes is identified, the contractor will provide written comments and brief within 5 working days 95 percent of the time. Qualifications Necessary Skills and Knowledge: Demonstrated effective communication skills with senior levels. Excellent analytical and problem-solving skills. Excellent interpersonal skills to interact with team members, customers, and support personnel. Excellent organizational and project management skills are required. Ability to work independently with minimal guidance. Advanced skills/experience in instructional design practices and Advanced skills with Microsoft Office products including Word, PowerPoint, Excel, and SharePoint. Minimum Qualifications: Must have knowledge of the Army PPBE process, JCIDS process, A-CIDS process, AR 5-22 and AR 71-9. Knowledge of qualitative and quantitative techniques for analyzing operations issues, developing courses of actions using the Military Decision-Making Process (MDMP), and presenting prioritized options to higher management for decision. Understand operations process. Ability to interpret basic plans, Army regulations, directives, policies, etc. of higher headquarters and local policies, procedures, staff, resources, organizations and activities. Current secret clearance. Preferred Qualifications: Bachelor's Degree in a related field. Experience with planning and operations at the Battalion, Brigade or higher level. Candidate must have knowledge of Doctrine, Organization, Training, Material, Leadership, Education Development, Personnel, Facilities, and Policy (DOTMLPF-P), as it relates to the Army Modernization Strategy/Framework. Preferred certification in Program Management Professional (PMP) or Defense Acquisition Workforce equivalent certifications.
