Job Description:

Tactical Data Link (TDL) Integration Subject Matter Expert (SME) IV, Joint and Naval C4 Systems Integration

Functional Task:  Provide Tactical Data Link (TDL) Subject Matter Expert (SME) support to Marine Corps Systems Command (MCSC) Program Management Offices, technical staff, and relevant partnered Joint / Naval stakeholders.  The TDL SME is a unique functional expert role providing critical and experienced technical support through the study of TDL-specific system interfaces, including but not limited to:  Link 16, Joint Range Extension Application Protocol (JREAP), Variable Message Format (VMF), and Cursor on Target (CoT) data exchanges and message forwarding between tactical data networks.  Specific activities include the analysis of TDL-based information exchange requirements, means of interfaces and network design, analysis of functional messaging models, analysis of verification and validation strategies, and the identification of TDL-related concerns affecting compatibility and interoperability of USMC systems and services within and external to the MAGTF.  The TDL SME is a semi-autonomous role requiring direct coordination with stakeholders outside the immediate organization to resolve integration and interoperability issues; includes the development of risk mitigation strategies to inform executive action.

Clearance:  Active SECRET clearance is required.

Education:  Bachelor of Science / Engineering Degree in Science, Technology, Engineering, or Mathematics related field

Experience:   Recent, practical and relevant experience in lieu of Bachelor Degree in the areas identified below as Functional Responsibilities may be considered

Required demonstrated current prior work experience in the following areas:

Expert level understanding of Marine Air-Ground Task Force (MAGTF) and Joint interoperability operational control and coordination.  Includes knowledge and experience in TDL planning and employment factors. Expert level Military Standard (MIL-STD)-6016 (Tactical Data Link 16 Message Standard), MIL-STD-3011 (Joint Range Extension Applications Protocol), MIL-STD-6017 (Variable Message Format Message Standard), MIL-STD-6020 (Data Forwarding), MIL-STD-2045-47001 (Interface Connectionless Data Transfer Application Layer), and MIL-STD-188-220 (Interoperability Standard for Digital Message Transfer Device Subsystem) message, data element, and protocol standards.  (Note:  MIL-STDs include current and previous approved versions)Expert level understanding of Joint messaging technical management functions including the review and processing of Interface Change Proposals (ICP).Foundational level technical expertise in transmission systems, computer networking, cybersecurity principles and practices, software application development, and Systems Engineering Technical and Technical Management processes.

Desired additional demonstrated prior work experience in the following areas:

Functional experience designing and validating TDL-related interfaces during system development.Functional Experience in System of Systems (SoS) Interoperability Analysis; the ability to identify current/future gaps in interoperability through the assessment of system interface compatibility during system development / modernization.Familiarity with the development of the Interoperability Enhancement Process (IEP) products, practices and principles as described in CJCSI 6610.01 (Tactical Data Link Standardization and Interoperability).Familiarity with MAGTF, Joint, Naval, and Coalition Tactical Information Exchange Requirements.Familiarity with MAGTF, Joint, and Naval Communications and Networking Architectures.Familiarity with MAGTF, Joint, and Naval Systems and Services, specifically those related to Command and Control (C2) and Fires.Familiarity with Joint Service organizational relationships and processes.

The likely salary range for this position is $105,622 - $121,465. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
