Talent Acquisition Sourcing Specialist

We are seeking a **_Talent Acquisition Sourcing Specialist_** responsible for proactively sourcing active and passive candidates to create a pipeline of candidates to fill time-sensitive openings. The TA Sourcing Specialist will also be responsible for reviewing candidates in the Applicant Tracking System for minimum qualifications in a high-volume environment. They will apply specific business and labor market knowledge to help the organization and candidates reach optimal hiring decisions.
**Specific Duties & Responsibilities**
+ Work with Recruiter to forecast and determine open positions, understand position requirements, and candidate success profiles.
+ Conduct and lead the sourcing and screening efforts to support high-volume hiring necessary to support university staff hiring needs.
+ Leverage internet sourcing techniques to identify and engage active and passive candidates, including referrals, advertising, databases, college campuses, career fairs, networking, cold calling, search engines, job boards, social media, user groups, community agencies, workforce centers, professional associations, and other sources to build talent pipelines for current and future needs.
+ Identify and maintain partnerships with colleges, universities, Historically Black Colleges and Universities (HBCUs), Veteran Organizations and Community and Faith-Based Organization to collaborate in providing suitable candidates to the university and to meet OFCCP and AAP requirements.
+ Manage resume flow and candidate communications to set and maintain clear expectations related to next steps within recruiting process and disposition.
+ Complete and distribute weekly reports on position vacancies, class fills, sourcing activities and applicant flow.
+ Work cooperatively with all members of the Talent Acquisition team to develop and implement plans and activities.
+ Maintain accurate and well-ordered documentation on all candidates, searches, hiring manager interactions, and other recruiting activities, and accurate utilization of ATS according to standards.
+ Articulate in writing a plan with deliverables, timelines and a formal tracking process.
+ Recommend ideas and strategies related to recruitment that will contribute to the long-range growth of the organization, implementing any new processes, fine-tuning standard processes, and staying informed of trends and innovative recruiting techniques.
+ Build and sustain qualified candidate pipelines.
+ Partner, educate and consult with hiring managers on recruiting process, strategy, and expectations on occasion.
+ Recognize and apprise TA team of challenges and obstacles to hiring, and offer a proactive, competitive approach to overcome or mitigate.
+ Proactively recommend system and process improvements.
+ Serve on TA team committees.
+ Perform other duties as assigned.
**Minimum Qualifications**
+ Bachelor's Degree in Human Resources, Business Administration, Psychology, or related field.
+ Three years of progressive experience in high volume, fast-paced staffing, corporate recruiting, or university recruiting.
+ Additional education may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
**Preferred Qualifications**
+ Prior experience sourcing candidates from multiple markets.
+ Strong customer service skills with both client and customers. Flexibility in adapting to and responding quickly to changing priorities and deadlines with a high sense of urgency.
+ Familiar with employment law related to pre-employment screening, OFCCP and other regulations that impact the sourcing and hiring process.
+ The ability to maintain confidentiality and work appropriately with highly sensitive information.
+ Familiarity with Boolean techniques, contact lists, social networking sites, alumni boards, campus tools, networking events, niche industry sites, conference lists etc.
+ Prior experience with technology applications, including applicant tracking systems and CRM tools.
+ Prior experience conducting competency/behavioral based interviews.
+ Demonstrated ability to work independently, prioritize workloads, multi-task and manage priorities to meet deadlines.
+ Excellent written and verbal communication skills.
+ Strong organizational and customer service skills.
