In support of USSOCOM the Special Operations Forces (SOF) Targeting Training Element (STTE) provides SOF personnel advanced Signal Intelligence (SIGINT) tactics, techniques, and procedures (TTPs) training. Training focuses on targeting using collection, network characterization, and analysis across the Radio Frequency spectrum for the purpose of supporting Find, Fix, Finish, Exploit, Analyze and Disseminate (F3EAD).
The purpose of this requirement is to provide subject matter experts (SMEs) to develop and deliver classroom instruction and practical exercise programs of instruction (POI) for SOF SIGINT operators and authorized Foreign Partner government personnel on advanced TTPs for collection and exploitation of current and emerging technologies and protocols for SIGINT.
Task Lead:
Due to the size and complexity of this requirement, the Government requires a single point of contact from the contractor, normally referred to as the Task Lead. The Task Lead shall be expected to be onsite full-time. The minimum expectations for the task lead are knowledge, skills, and abilities to oversee and perform the handling of the day-to-day management and administration of task order requirements. These include tasks such as the following:
Management of all contractor personnel, including management of surge hours and contractor travel. Design, plan, establish milestones. Design, plan, and coordinate logistics and manage delivery of culmination exercises and Full Mission Profile exercise support events. Oversee deadline completion, resource management, risk assessment, and tracking. Ensure all deliverables and course timelines are met. Provide intelligence oversight (IO) for contractor personnel. Ensure contractor personnel complete initial IO training within the first month from start date and complete annual refresher IO training as required.
