Task Order Fire Services Manager
Overview This position description is subject to change at any time as needed to meet the requirements of the program or company. The Task Order Fire Services Manager manages all facets of fire and emergency services for a large facility Operations, Maintenance, and life Support Services Contract located in Iraq. Responsible for Fire Station daily operations to ensure personnel are well-trained and capable to perform their duties effectively and on short notice. Selects and guides firefighters to perform as expected when called upon and will continually assess their readiness and performance. Maintains daily awareness of fire inspections, fire services, inspection and testing of fire protection and alarm systems, firefighter training, and fire drills. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive. Responsibilities Major Job Activities: Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace. Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation. Responsible for managing, monitoring, and tracking fire and emergency services at all task order sites. Responsible for allocating and managing fire and emergency services staff resources according to changing needs. Identify problem areas and respond to mission requirements to perform task order requirements. Plan and manage projects. Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from task order staff and USG representatives. Resolve task order fire and emergency services issues. Perform additional duties and projects as assigned. Firefighting personnel must comply with NFPA 1583 physical training requirements. Material & Equipment Directly Used: Windows Computer and associated software, cell phone, two-way radio, vehicle and other office equipment. All equipment of types that require maintenance or certifications pursuant to the OBO Maintenance Standards and/or applicable code or manufacture requirements, equipment which is operated through a sequence of operations, • electronic controllers, sensors, and network devices, agency owned sensors, if applicable. Working Environment: This contract is performed in a contingency operations environment, in a harsh climate, and often hazardous situations. While performing the duties of this contract, the employee will regularly be exposed to an extreme and austere desert environment. Temperatures can reach 120 – 130 degrees Fahrenheit/50 – 55 degrees Celsius during the summer months. Employees must be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and ten (10) hours per day. Physical Activities: Employees may be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. All employees must be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. All staff must maintain physical and dental requirements for duration of deployment. Qualifications Minimum Qualifications: Education / Certifications: A Bachelor’s Degree in Fire Technology, Fire Management, or, a related field. In depth knowledge of the following: U.S. Army guidance – AR 420-I Chapter 25 NFPA standards DOS policies – 15 FAM/FAH Fire Protection Guidance, 12 FAH-I Emergency Planning Handbook, and post policies. Satisfactory English proficiency to meet job requirements. U.S. citizenship is required. AR 420-1 Certification Level Required: HAZMAT Incident Commander, Fire Instructor II, Fire Inspector II, Fire Officer IV Valid driver’s license from home of record. Experience: Ten (10) years Fire Chief, or, Deputy Fire Chief experience with a minimum of five (5) years’ experience in providing such services to large operations. Skills: In-depth knowledge of DoD Fire and Emergency Services Certification Program (DODI 6055.06) In-depth knowledge of AR 420-1 and NFPA Must have experience directing firefighting operations to include fighting aircraft and structural fires, performing rescue services, and responding to hazardous Materials incidents, medical emergencies, and confined space rescues. Knowledge of the chemistry of fire, preventive maintenance and operations of firefighting and rescue equipment, physical and chemical properties of combustible materials and building structures and their component systems. Experienced in managing fire prevention and protection plans and programs. Directs activities and personnel, transmitting instructions to Fire Chiefs on the scene or other personnel as to the procedures to be followed contingent on complexity of the incident type. Must also have experience at management of self-inspection and compliance measurement programs Knowledge and experience with managing diverse department Desired: Relevant overseas facilities management experience. Previous international experience and previous work experience in harsh environmental conditions. Experience working with Contractor. Cross-cultural sensitivity with an international perspective.
