This position provides direct assistance to the Division Director and Deputy Director in legal and technical support to ensure the proper administration of all taxes administered by the division including individual, fiduciary, and corporate income taxes; financial institutions franchise tax; estate tax; income tax withholding programs (income tax withholding on wages and other payments, real estate withholding, pass-through entity withholding); insurance premiums taxes; and certain tax benefit programs and individual and business tax incentives. The position is responsible for complex federal and state tax research and analysis; ensures that tax forms, instructions, and guidance material comply with federal and state tax law; drafts press releases, tax articles, guidance documents, proposed legislative language and Bureau rules, procedure manuals, public presentation materials, and responses to inquiries from taxpayers and tax professionals. The position also compiles and analyzes statistical information to identify federal and state tax activity and trends. This position reports to the Unit's Deputy Director and will directly supervise two Senior Tax Examiners. This position provides essential support to senior managers and policymakers. Work is performed under limited supervision. TYPICAL DUTIES: + Provide direct assistance to the Division Director and Deputy Director + Plans, develops, and directs programs related to the operation of highly specialized tax support functions to ensure work is performed in a timely and efficient manner. + Plans, directs, reviews, and evaluates the work of the Unit to ensure work is performed in accordance with applicable standards, including: + Development of tax forms, instructions, and guidance documents, and other materials in compliance with federal and state tax laws. + Drafting tax articles, press releases, public presentation materials, proposed legislative language and Bureau rules, executive-level summaries of proposed legislation and related testimony, written responses to inquiries from taxpayers and tax professionals, procedure manuals, advisory rulings, and reconsideration requests. + Updating the MRS website with the most current tax forms and information; and + Compiling and analyzing statistical information to identify federal and state tax activity and trends. + Develop, coordinate, and recommend changes in unit procedures, practices, and training programs to enhance operational efficiency. + Provide explanations of state tax laws, rules, and regulations to staff, attorneys, Certified Public Accountants, taxpayers, and software developers for their use in determining tax liabilities and filing requirements. + Develop recommendations for new or revised statutes and regulations. + Draft complex tax material, such as legislation, rules, guidance, instructions, etc. + Analyze the impact of proposed and enacted federal tax legislation on Maine tax programs. + Implement statutory and regulatory provisions + Prepare communications and opinions of a complex nature. + Participate in the interview and selection process of personnel for positions within the Division. + Implement, administer, and comply with human resource laws, policies, procedures, and practices, including AA/EEO recruitment, employment, position, classification, performance appraisals, training, discipline, contract administration, communication systems, and employee safety to ensure fair and equal treatment of subordinate personnel. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED : + Knowledge of applicable federal and state tax laws, rules, and regulations. + Knowledge of accounting and auditing principles and practices. + Knowledge of various accounting systems and controls. + Knowledge of computerized applications used in accounting systems. + Knowledge of the principles and practices of tax administration. + Knowledge of modern office methods, procedures, and equipment. + Ability to supervise and coordinate the administration of a particular tax function. + Ability to analyze, interpret, and report on a variety of accounting data and reports. + Ability to train and supervise professional, technical, and clerical staff. + Ability to establish and maintain effective working relationships. + Ability to communicate effectively. + Ability to write clearly and effectively. + Ability to develop recommendations for changes in tax laws. + Ability to use applicable computer programs. MINIMUM QUALIFICATIONS A Bachelors Degree from an accredited educational institution and two and one-half (2½) years professional experience in auditing, accounting, finance, or tax administration. Equivalent related experience may be substituted for education on a year-for-year basis.
