Key Responsibilities:

The TB/HIV Grant Operations Supervisor, based in Kimbe, West New Britain Province, will oversee the effective implementation of TB and HIV-related grant activities, ensuring compliance with donor regulations and alignment with program goals, timelines, and budgets. This role involves managing day-to-day operations, supporting Provincial Health Authorities (PHAs), sub-recipients, and the National Department of Health (NDOH) in planning, coordinating, and executing grant activities based on the work plan. The Supervisor will work closely with field staff, sub-recipients, and key stakeholders to enhance the quality and impact of the TB/HIV program while ensuring timely and compliant implementation under the supervision of the Grant Operations Manager

Roles & Responsibilities

Grant Implementation and Oversight:

Supervise and provide technical support to the implementation of TB/HIV program activities as outlined in the grant agreement.Ensure that grant activities are carried out in accordance with donor guidelines, national TB/HIV strategies, and provincial health policies.Oversee the timely and accurate execution of work plans, ensuring milestones and deliverables are achieved within the set timelines.Ensure grant activities involving PHA and Sub Recipients are coordinated such as the PHA/SR Joint Supervisory Visits, CCM Oversight, Auditor LFA, GF Country team visits etc.

Operational Management:

Coordinate all operational activities related to TB/HIV programs within the province, including logistics, procurement, and resource management.Ensure smooth management of program resources, including human resources, equipment, and supplies.Monitor program outputs and progress to ensure that interventions are implemented effectively and that high-quality standards are maintained.

Monitoring and Evaluation:

Lead monitoring and evaluation (M&E) efforts for the TB/HIV program, ensuring that project activities are tracked and outcomes are reported accurately.Work with the M&E team to assess program performance, identify areas for improvement, and implement corrective actions when necessary.Ensure data collection and reporting adhere to donor requirements and government standards.

Budget and Financial Oversight:

Assist in managing and tracking the program budget to ensure that financial resources are used appropriately and efficiently.Ensure timely submission of financial reports, and support budget revisions and adjustments as needed.Monitor expenditures to prevent overspending and ensure compliance with grant terms.

Staff and Partner Coordination:

Supervise, mentor, and support field staff and program teams to enhance their performance and professional development.Coordinate with local government health officials, NGOs, and other partners involved in the implementation of the TB/HIV program.Ensure effective communication between the provincial office, field teams, and relevant stakeholders.

Capacity Building and Training:

Provide training and capacity-building opportunities for staff, partners, and stakeholders on TB/HIV best practices, grant compliance, and operational procedures.Facilitate workshops and knowledge-sharing sessions to enhance the skills and competencies of program staff.

Compliance and Reporting:

Ensure compliance with all applicable laws, regulations, and donor guidelines.Prepare and submit regular progress reports, both narrative and financial, to the donor and other relevant stakeholders.Represent the TB/HIV program at provincial-level meetings and conferences, advocating for program goals and objectives.

Risk Management:

Identify potential risks to program implementation and work proactively to mitigate these risks.Ensure that proper systems are in place to address any operational or compliance-related challenges.

Sub-Recipient Management

Monitor respective Sub Recipients operations Also track and monitor detailed implementation plans, budgets, expenditures and ensure SR’s compliance to the grant agreementEnsure that Sub Recipients are performing and grant activities are implemented on time. This includes the following;Ensure that Sub Recipients are meeting programmatic targetsEnsure that Sub Recipients budget utilization rate is on trackEnsure that Sub Recipients are submitting financial and narrative reports on timeReview Sub Recipients forecasted budgets and prepare CERTS for SR’s Quarterly Disbursement RequestsConduct Operations & Finance review for assigned Sub Recipients

Educational Qualification/Skills, Knowledge & Experience

3-5 years professional experience in social development programs and at least 2+ years in project management or grants managementAbility to build and maintain strong professional relationships within a multi-stakeholder environmentExcellent written and spoken English and Tok Pisin communication skills are highly desiredDemonstrated experience in working with partners to implement complex programsBachelor/Diploma in Allied Medical Health related courses;Health Management; Social ScienceProject managementHas a high level of competency in using computers particularly MS OfficeExcellent, Oral, written and interpersonal communication skillsExcellent leadership skillsTeam Player

Working Environment / Conditions

Position is based in the province with 20% Travel to areas of program implementation in the province.
