Key Responsibilities:
This position, based in Lae, Morobe Province, plays a critical role in ensuring the uninterrupted supply and proper management of TB and HIV health products in the region. World Vision, as the Principal Recipient of the Global Fund grant for TB, HIV, RSSH, and COVID-19 Response Mechanism, extends technical and operational support to 22 Provincial Health Authorities (PHAs). The role involves managing stock levels of TB and HIV drugs, ensuring the safe storage, handling, and distribution of these products from the Area Medical Store, Badili, and supporting PHA teams with stock management practices at the facility level. The goal is to prevent TB and HIV drug stockouts, provide technical assistance to regional and facility-level staff, and enhance stock management practices at service delivery points.
Roles & Responsibilities
PSM support (to PHAs and Health facilities)
Maintain a directory of PSM focal point in each health facility, PHA (for respective region/ group of provinces).Carry out virtual engagement calls/ WhatsApp/ regular phones to each focal point, once every quarter to provide technical assistance and identify bottlenecks to stock management at facility level.Forecast demand for drugs whilst monitoring stock levels for respective facilities, provinces.Coordinate with CPHL and Provinces on Lab commodities requirement for distribution.Ensure stock inventory is available and maintained in respective provinces and facility level in the form of stock card and mSupply.Execute quarterly/ monthly distribution of TB & HIV drugs plus buffer stocks. This includes stock data review and calculation of current stock availability, against the consumption and issuance data from respective TB/HIV Sites. This includes Lab commodities for TB/HIV.Conduct monthly monitoring of provincial and facility stocks for both TB & HIV commodities. Conduct Quarterly stock take of both TB & HIV commodities at Badili, AMS with rest of the team.Escalate suspicion of any missing stock/ erroneous reporting/ discrepancy to National PSM Supervisor immediately.Removal of Expired Stocks in warehouse – (data entry for adjustment to be done by Dispatch and data entry team after verification).Utilize, maintaining and updating mSupply for managing TB/HIV commodities for respective provinces (inventory, stock take, distribution and procurement).Overseeing the movement of incoming and outgoing shipment to and from respective provinces.Provide technical assistance to store man/Gov logistics staff at AMS Badili, based on need.Support Logistics team to maintain appropriate filing systems to ensure information on all areas of implementation, as well as transactions to provinces, are readily available.Educational Qualification/Skills, Knowledge & Experience
Minimum University Degree course in public health/ Health Management/ Pharmaceutical sciencesMaster’s Degree or Diploma in Public Health/ PSMComputer Proficiency with particular strength in:using Microsoft Excel and/or Microsoft Access Adaptability to databases using excel and/or accessProject managementKnowledge of quantification and forecasting of health productsKnowledge and experience in using other data management software is an advantageGood oral and written communication skillsResult and process oriented, attentive to detailsStrong interpersonal skillsTeam Player and able to relate with government partners, clinicians at facility level.Knowledge of data protection, ethical reporting and data management practicesGrant PSM Experience particularly Global Fund, USAID funded performance- based grantsWell-versed in PSM Guide (TGF)Working with Wambo essentialAt least 3 years’ work experience with PNG health system or NGOs with focus on Health systems.Experience of working in UN procurement systems will be an advantageDealing with partners in the facilitation and coordination of a geographically dispersed teamExperience of working in diverse teamsFamiliar with National TB Program (NTP) and National STI/HIV program design frameworks.Working Environment / Conditions
