Key Responsibilities:
The TB/HIV Technical Coordinator, based in Lae, Morobe Province, will provide technical support to the Provincial Health Authority in implementing, managing, and strengthening TB and HIV prevention, care, and treatment programs. This role will support the provincial health system in achieving national and Grant TB/HIV targets by offering expert guidance, capacity building, and technical assistance to healthcare facilities, community organizations, and other partners. The Technical Coordinator will collaborate with key stakeholders to ensure the effective planning, implementation, monitoring, and evaluation of TB/HIV programs, aligning provincial outcomes with national strategies and grant targets. Additionally, the Technical Coordinator will oversee day-to-day activities outlined in the grant work plan, ensuring sub-recipients implement activities on time and in compliance with grant agreements, as per GFATM policies, under the supervision of the Grant Operations Supervisor.
Roles & Responsibilities:
Technical Support and Advisory
Provide technical assistance and guidance to the Provincial Health Authority in the design, implementation, and scale-up of TB/HIV prevention, treatment, and care programs.Ensure alignment of provincial TB/HIV strategies with national guidelines, global health standards, and donor requirements.Support the integration of TB and HIV services within the broader health system to enhance service delivery, particularly in high-burden districts.Disseminate evidence-based practices for improving TB/HIV case detection, treatment outcomes, and prevention strategies.Support PHA in implementation of TB screening activitiesCapacity Building and Training
Develop and implement training programs and workshops for provincial health staff, facility-based health workers, and community health providers on TB/HIV technical aspects, including diagnostics, treatment protocols, and management of co-infection.Build the capacity of Community treatment Supporter Supervisor to effectively manage and implement TB programs and ensure sustainability beyond the grant periodEnsure that health workers are updated on new TB/HIV treatment guidelines, drug-resistant TB, and HIV treatment regimens.Program Monitoring and Evaluation
Support the Provincial Health Authority in the monitoring and evaluation (M&E) of TB/HIV program activities, ensuring that data collection and reporting meet national standards.Provide guidance on the use of M&E tools, data analysis, and the interpretation of results to inform program improvements and decision-making.Assist in identifying gaps in service delivery and recommend strategies for improving program effectiveness and efficiency.Ensure the timely submission of progress reports and other required documentation to national health authorities and donors.Coordination and Stakeholder Engagement
Facilitate coordination among provincial health teams, healthcare facilities, community-based organizations, and other stakeholders involved in TB/HIV programming.Ensure quarterly Provincial TB/HIV Coordination meetings among PHA, Health facility staffs and Partners in ProvincesRepresent the PR at provincial, district, and national-level TB/HIV meetings, conferences, and technical working groups.Foster collaboration between the public and private sectors to strengthen the TB/HIV response and address challenges in service delivery.Quality Improvement:
Support the provincial health authorities in establishing and strengthening quality assurance mechanisms for TB/HIV programs, ensuring that services meet or exceed national and international standards.Conduct regular site visits to healthcare facilities and community programs to assess the quality of TB/HIV service delivery and recommend improvements.Work with health system leaders to identify and address barriers to the effective delivery of TB/HIV services, including access to diagnostics, treatment, and adherence supportEducational Qualification/Skills, Knowledge & Experience
3-5 years professional experience in social development programs and at least 2+ years in project management or grants managementAbility to build and maintain strong professional relationships within a multi-stakeholder environmentExcellent written and spoken English and Tok Pisin communication skills are highly desiredDemonstrated experience in working with partners to implement complex programs Bachelor/Diploma in Allied Medical Health related courses; Health Management; Social ScienceWorking Environment / Conditions
Position is based in the province with 20% Travel to areas of program implementation in the province.
