Teacher Upgrading Program Manager | PIE
+ **_Commencing in March 2025_** + **_Fixed term role to July 2027_** + **_Based in Port Moresby, Papua New Guinea with some regional travel._** + **_Open to all applicants_** **About the Program** The Partnerships for Improving Education (PIE) Program is a 5-year, Government of Australia (GoA) investment to support the Government of Papua New Guinea (GoPNG) improve the delivery of access to and quality of education for the children of PNG. The program focuses on early grade education working at the national and sub-national level in four target provinces. Through facilitating, testing and monitoring innovative ways to address priority challenges related to access and retention, and the upgrading of skills of elementary teachers, the Program will seek to influence policy and systems-based change to improve learning outcomes for girls, boys and children with a disability in the early grades. The end-of-investment outcomes (EOIO) for the PIE investment are: + Targeted Outcome 1: More children (girls, boys, and children with disabilities) in the early grades enrol and stay in school in selected provinces using replicable and sustainable approaches + Targeted Outcome 2: Targeted provinces are using sustainable and replicableapproaches to support improvements in the quality of teaching and learning in the early grades + Enabling Outcome 3: Evidence of systemic change within the education sector that improves the delivery of early grades education **About the Opportunity** The PIE program is seeking a highly skilled Manager for the Teacher Upgrading Program to oversee and coordinate the delivery of an in-service Diploma in Primary Teaching, supporting early grade teachers to transition into the new 1:6:6 school structure and retain their teaching registration. This role will drive coordination between Higher Education Institutions (HEIs), manage the Teacher Upgrading Fund, and engage with private sector partners and donors to enhance teacher professional development opportunities for early grade teachers in Papua New Guinea. **Key responsibilities** **Higher Education Institution (HEI) Coordination** + Support HEIs with financial management, timetabling, and logistics to ensure efficient delivery of the sub-contracts. + Establish clear performance and reporting processes to ensure contract compliance and effective fund management. + Ensure a minimum of 600 teachers complete their training within 24 months while maintaining required contact teaching hours and quality standards. + Support professional development for HEI lecturers to enhance the quality of course delivery. + Implement project management and compliance practices within HEIs to strengthen their capacity for future funding opportunities. + Ensure timely and successful delivery of the teacher upgrading program. **Fiduciary Agent Oversight** + Oversee the Teacher Upgrading Fund, ensuring transparent and accountable disbursements in line with administrative and decision-making processes. **Stakeholder Engagement & Communication** + Represent the program at the PIE Teacher Education Technical Working Group and provide updates on progress, challenges, and support needs. + Contribute to semi-annual and annual PIE reporting. + Produce quarterly impact stories to showcase program success. **Private Sector & Donor Engagement** + Identify and engage potential private sector and international donors to contribute to the Fund. + Develop compelling funding proposals, business cases, and sponsorship packages aligned with corporate social responsibility (CSR) and workforce development objectives. + Advocate for the Teacher Upgrading Fund at public and private forums, donor roundtables, and industry conferences. + Establish formal agreements with corporate sponsors and donors, defining funding commitments, reporting requirements, and expected outcomes. + Ensure effective monitoring and reporting of donor contributions and fund utilisation. **Project Management & Compliance** + Develop and maintain project plans, timelines, milestones, and deliverables. + Establish risk management, reporting, and quality assurance mechanisms. + Coordinate with key stakeholders, including HEIs, PIE Team, National & Provincial Departments of Education, and DHERST. + Assist in budget planning and expenditure tracking to ensure compliance with allocated funding. + Oversee the student enrolment process, ensuring proper registration and compliance with entry requirements. + Provide training and mentoring to HEI staff to build capacity in project management, planning, and financial reporting.
